7.Contract description:
To develop an accreditation system for resource management structures and clinics of the national health service in the municipality in order to encourage a better standard of health services at this level. The system will define the Angolan model for accrediting health units and municipal management teams. The results to be achieved by the successful tenderer are:
i) accreditation manual containing the quality standards and criteria (drawn up);
ii) assessment structure, assessment team and organisation (defined);
iii) assessment manual or practical guide for assessing municipal health management teams and units (drawn up);
iv) training and coaching model for assessors of the Angolan model for accrediting municipal management teams and health units (proposed);
v) model for administrative organisation to support the entire accreditation process (proposed).

9.Maximum budget:
350 000 EUR.
10.Any additional services:
The contracting authority may, if it so wishes, extend the duration and/or scope of the project, subject to availability of funds, up to a maximum which cannot exceed the initial contract's duration and value. Any extension to the contract is subject to the contractor performing the work satisfactorily.


Conditions for participation

11.Eligibility:
Participation in tendering is open on equal terms to natural and legal entities (participating either individually or in a grouping — consortium — of tenderers) established in 1 of the Member States of the European Union, ACP States or in a country or territory authorised by the ACP-EC Partnership Agreement under which the contract is financed (see also heading 29 below). Participation is also open to international organisations.
12.Application:
Natural persons or legal entities who are eligible (in accordance with point 11 above) or groupings of said parties (consortia) may apply.
A consortium can be a permanent, legally established grouping or an informal grouping created for a specific tender. All the members of a consortium (i.e. the lead company and all other members) shall be jointly and severally liable vis-à-vis the contracting authority.
Should an ineligible natural person or legal entity take part (see point 11), the party concerned will be automatically excluded. Should the ineligible party be a member of a consortium, their exclusion will result in the consortium being excluded.
13.Number of applications:
Natural persons or legal entities can only submit 1 application regardless of the form their participation may take (as an individual legal entity, lead company or member in a candidate consortium). Should a natural person or legal entity submit more than 1 application, all applications in which said party has participated will be excluded.
14.Prohibition on alliances between shortlisted candidates:
Any applications received from tenderers in a company with a different composition to the one on the application forms will be excluded from this restricted tender procedure, unless prior approval from the contracting authority has been obtained — see section 2.4.3 of the Practical Guide (PRAG). Shortlisted candidates may not form alliances or subcontract to each other for the contract in question.
15.Grounds for exclusion:
As part of the application form, candidates must submit a declaration, included in the standard application form, stating that they are not in any of the exclusion situations listed in section 2.3.3 of the PRAG.
16.Subcontracting:
Subcontracting is permitted.
17.Number of shortlisted candidates:
Depending on the applications received, between 4 and 8 candidates will be invited to submit detailed tenders for this contract. If the number of eligible candidates (i.e. meeting the selection criteria) is less than 4, the contracting authority may invite these candidates to submit a tender.

Selection and award criteria

21.Selection criteria:
The same criteria will be applied to natural persons and legal entities.
The following selection criteria will be applied to candidates. Should an application be submitted by a consortium, these selection criteria will apply to the consortium as a whole, unless stated otherwise. The selection criteria will apply neither to natural persons nor sole proprietorships if they are subcontractors.
1) Candidate's economic and financial capacity:
should the candidate be a public body, equivalent information must be provided:
(a) the candidate's average annual turnover must exceed the contract's maximum annual budget, i.e. the maximum budget stated in the contract notice divided by the initial contract duration in years, where this exceeds 1 year (the required minimum annual turnover may not be more than twice the estimated annual contract value, except in cases duly justified in the invitation to tender); and
(b) the current ratio (current assets/current liabilities) must be, in the past year for which accounts have been closed, at least 1. Should consortia be involved, this criterion must be fulfilled by each member.
2) Candidate's professional capacity:
(a) the candidate must have appropriate professional qualifications for this contract, i.e. in the field of health service accreditation and in health system decentralisation processes;
(b) at least 2 experts must be currently working for the candidate in the health field, particularly with regard to strengthening the health system, and decentralisation procedures.
3) Candidate's technical capacity:
(a) the candidate must have worked successfully on at least 2 contracts in the aforementioned field, with a budget of at least that of this contract, between 2011 and 2015;
(b) if these contracts were financed by the European Commission, then the candidate must also state the contract number and the European Commission department for which the service was provided.
Prior experience which could lead to infringement of the contract and the termination thereof by the contracting authority cannot be used as a reference.
An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. It must in that case prove to the contracting authority that it will have at its disposal the resources necessary for performance of the contract, for example by producing an undertaking on the part of those entities to place those resources at its disposal. Such entities, e.g. the parent company of the economic operator, must respect the same eligibility rules, in particular regarding nationality, and comply with the same relevant selection criteria as the economic operator. With regard to the technical and professional criteria, an economic operator may rely on the capacities of other entities when they carry out the works or provide the services for which these capacities are required. With regard to the economic and financial criteria, the entities on whose capacities the tenderer relies shall be jointly and severally liable for contract performance.
If more than 8 eligible candidates meet the above selection criteria, there will be a re-evaluation of their strengths and weaknesses to determine the 8 strongest applications. Only the following factors will be considered in this re-examination:
• the number, quality and relevance of the health-sector projects listed in 3(a) of the selection criteria,
• experience gained in countries similar to Angola,
• experience gained in Portuguese-speaking countries.
22.Award criteria:
The tender with the best quality/price ratio.

The envelope containing the application must be clearly marked with the contract title and the publication reference (see point 1 above). These must also be quoted in all subsequent correspondence with the contracting authority.
Applications sent by any other means will not be accepted.
Upon submitting an application, candidates accept to be notified of the results of the tender by electronic means. This notification is deemed to have been received on the date it was sent by the contracting authority to the e-mail address stated on the application form.
26.Amendment or withdrawal of applications:
Candidates may give notice in writing of their intention to amend or withdraw their applications before the final date for receipt of applications. Applications may not be amended after the final date for their receipt.
Notifications of amendment or withdrawal must be drawn up and submitted in accordance with the procedures in point 25. The words 'Alteração' (amendment) or 'Retirada' (withdrawal), as applicable, must be written on the outer envelope (also on inner envelope, if applicable).
27.Working language:
All correspondence regarding this invitation to tender procedure and contract must be in Portuguese.
