REQUEST FOR EXPRESSIONS OF INTEREST (NATIONAL)

For Selection of Procurement Consultant-Local

(Package Number: CS-3.1)

  1. The Government of the People's Republic of Bangladesh (GoB) has received a credit/loan from the International Development Association (IDAtowards the cost of Bangladesh: COVID-19 Emergency Response and Pandemic Preparedness Project, being implemented by Directorate General of Health Services (DGHS), Health Services Divisions, Ministry of Health and Family Welfare and intends to apply a part of the proceeds of this credit for the services of a Procurement Consultant-Local.

 

  1. Scope of Services:

 

The consultant will closely work at the PMU under the MoHFW to help implement the project successfully. The scope of services of the consultant includes, but is not limited to:

  • Prepare and update the procurement plan and other procurement transactions for the project as and when needed through the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) system;
  • Prepare/review procurement documents like bidding/ proposal documents, procurement notices, bid/proposal evaluation reports, draft contracts etc. for all contract packages in accordance with the Procurement Regulations of the World Bank and the PPA, 2006 and/or PPR, 2008 as laid out in the legal documents between IDA and GOB;
  • Assist/ guide the Tender Opening Committee (TOC) and /or Proposal Opening Committee (POC) in preparing the relevant documents;
  • If decided by the PMU, act as a member of the bid/proposal evaluation committee and evaluate bids/proposals along with other TEC/PEC members and prepare evaluation report;
  • Carry out the procurement activities under the project through e-GP, where applicable;
  • Monitor and evaluate the procurement activities in accordance with the Procurement Plan;
  • Assist the PMU in overall procurement processing and contract management;
  • Assist the PMU to prepare different types of procurement-related reports of the project;
  • Guide/assist the PMU in handling procurement-related complaints;
  • Actively participate in all pre-bid/ Pre-proposal meetings with prospective bidders;
  • Assist/ guide the PMU in the publication of the Procurement Notice in different;
  • Conduct diagnostic analyses on delays, inefficiency, etc. in the system, and provide recommendations to improve the same, if required;
  • Carry out any other relevant duties/responsibilities that may be assigned by the Project Director as and when required.

 

 

  1. Duration: The duration of the consultancy services is tentatively 16 (Sixteen) months.

 

  1. Selection Procedures:

DGHS now invites the eligible Applicants to submit the Expressions of Interests (EOI) for providing the services. The Interested Applicants need to provide information demonstrating that s/he has the required qualifications and relevant experience to perform the services. The selection criteria are:

    

      Academic Qualifications:

Graduation in engineering or Master’s in economics/ statistics/ finance/ business administration/ management/ procurement/ law or other relevant subjects. Candidates having higher academic/professional qualification/ training in procurement/ purchasing and supply chain management will be given preference.

 

     Experiences:

  • 12 (twelve) years of general experience;
  • 08 (eight) years of relevant experience in public procurement or have had responsibilities with a substantial content of his / her position in the procurement area (use of internationally accepted contract documents for works, goods and services; sound understanding of principles underlying good procurement practices and international agencies’ procurement guidelines; understanding of Government’s procurement Act/Rules; analytical capability in identifying and resolving procurement issues);
  • Specialized knowledge of (e.g. through training or on–the-job) and significant experience in substantive areas/aspects of procurement (e.g. procurement of goods; various forms of construction contracts; selection/ contracting of consultant services; preparation of bidding / contract documents for the international procurement of goods, works, services; public procurement policies; sustainable procurement; advanced contract management);
  • Proven working experience on procurement following the World Bank Procurement Guidelines/ Regulations will be given preference;
  • Solid working knowledge on the PPA, 2006 and the PPR, 2008. Experience in the preparation of bidding documents/ Requests for proposal for procuring of goods, works and services as well as evaluation of the same;
  • Knowledge and understanding of the e-Government Procurement (e-GP);
  • Membership of professional body of international repute in Procurement/Purchasing/Supply Chain is preferred.

 

 

Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.

 

  1. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016” (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

  1. Individuals who are currently working as procurement consultants under contract on another World Bank-financed project may also participate in the competitive selection process and if selected they will be required before contract signing to provide documentary evidence of having complied with their existing contractual obligations for advance notice to the client for early termination of the contract, to avoid disruption in implementation of that project.

 

  1. Detailed Terms of Reference (TOR) and other information will be available upon request from the address provided below either through email or in person. ToR is also available in DGHS website (www.dghs.gov.bd)

 

  1. The consultant will be selected following the Selection of Individual Consultant method of the World Bank Procurement Regulations for IPF Borrowers, July 2016, revised November 2017 & August 2018.

 

  1. Expression of Interest needs to be submitted (either through e-mail or in person or by mail) to the following address by 14:00 hours on 06 February 2022. The authority reserves the right to accept or reject any or all EOIs without assigning any reason, whatsoever.
