With reference to the Nationally Determined Contributions submitted in 2015, and its associated Implementation Plan where applicable, in order to build a baseline for assessing the way forward in enhancing the ambition of the revised NDC, the contracted company shall:

  • At inception and based on consultation with key actors, describe the work to be undertaken, inclusive of methodology/approach, strategies, required consultations (virtual or in-person), schedule and other related activities
  • Conduct an institutional capacity assessment to identify critical skills and knowledge gaps for NDC implementation. This process will engage the stakeholders within the national climate change coordinating mechanisms, and other civil society and private sector groups deemed important in realising the NDC targets i.e. those working in the NDC-targeted sectors including bodies or associations representing women, indigenous people, and other marginalised groups, and the national gender bureau.
  • Define a 5-year capacity development strategy based on a multidisciplinary and inclusive approach that builds the foundational competencies and systems needed for completion of the enhanced NDC and its implementation through a whole-of-society approach.
  • Assess progress toward NDC targets, including existing or emerging relevant policies, strategies, projects, programmes and targets in other areas that could be incorporated into the NDC (e.g.  targets related to biodiversity, energy, SDGs, adaptation, DRR, end-use sectors such as heating, cooling, transport) and to ensure consistency. Analysis should include implications of meeting (or missing) targets on various groups (e.g. Highlight areas which appear on track to meet the targets and identify contributing factors and emerging lessons which can be applied in other areas. Similarly, for targets which are significantly off-track13, identify contributing factors and emerging lessons and degree of risk of not reaching the target.
  • Use the NDC progress assessment to prepare an analytical framework which defines mitigation and adaptation potential, including from nature-based solutions, toward the enhancing of targets in the revised NDC for green, resilient and inclusive development. This should be a tool which countries can continue to use for future NDC tracking and planning. It should include articulation of quick-win or high-impact activities that should result in significant progress toward NDC targets which are not currently being addressed.
