Project Title: B16177 Child Development Center, Shock Absorbing Carpet System, Vandenberg AFB, CA

Shock absorbing carpets system are to be installed in several classrooms at B16177, Child Development Center (CDC) as detailed in Attachment 1, Statement of Objectives (SOO) and Attachment 2, Salient Charateristics. 

This procurement is being issued as a 100% Small Business Set-Aside under North American Industrial Classification Standard (NAICS) 314110, “Carpet and Rug Mills”, with a size standard of 1,500 employees.

Please see the attached SF 1449 solicitation document and Performance Work Statement (PWS) for contract line item numbers (CLINs), quantities, units of measure, description of requirements, period of performance information, applicable clauses and provisions, and other information pertinent to this acquisition.  Offerors are required to utilize the SF 1449 solicitation document to submit their quote, following the instructions contained therein, reference FAR 52.212-1, Instructions to Offerors, and the addendum thereto. 

The contract will be Firm Fixed Price (FFP) per the CLIN structure reflected in the attached SF1449 RFQ (Supplies or Services and Prices/Cost section). 

All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov).  Lack of registration in the SAM will make an offeror ineligible for contract award. 

A site visit date is scheduled for 14 January 2020 at 1:00PM PST. The meeting location is the Vandenberg AFB Visitors Center. Interested contractors must submit the names and email addresses of attendees (no more than two (2) attendees per company without explicit permission from 30 CONS) by no later than (NLT) 12 January 2021 at 12:00PM PST. Attendees must bring a REAL ID compliant photo ID to be permitted on base.  Answers to questions asked during the site visit will be compiled and distributed to all contractors (whether present or not) within the Questions and Answers detailed in the para below. All information and responses given during the site visit are considered unofficial and non-binding.

Quotes are due NLT 28 January 2021 at 12:00 PM PST . Offers must be submitted in writing via email or DoD SAFE; oral offers will not be accepted. Telephone and other means of oral communication will not be permitted. Please see SF 1449 Section L for submission details.
