FEDERAL REPUBLIC OF SOMALIA   TECHNICAL ASSISTANCE AND CAPACITY BUILDING PROJECT FOR ESTABLISHMENT OF THE REGULATORY AUTHORITY OF SOMALI ENERGY SECTOR   Expression of Interest for Consulting Services   Conducting Training need assessment, Development of Training Manuals, Capacity building Framework for Somali Electricity sector and have fully functional Expert Training of Trainees (ToTs) Energy Sector Financing Agreement Reference: 5900155015953 Project ID No.: P-SO-F00-002   The Federal Government of Somalia has received financing from the Africa Development Bank towards the cost of the Technical Assistance (TA) and Capacity Building for the Establishment of the Regulatory Authority for Energy sector (ERA) and intends to apply part of the agreed amount for this grant to payments under the contract for Conducting Training Needs Assessment, Development of Training Manuals and Capacity Building Framework for Somali Energy Sector.   The Services under this consultancy assignment is designed to undertake an assessment study that defines a clear roadmap and guidelines on how to build the capacity of  Somali Energy Sector and main focus areas are: Carry out baseline studies to establish the current status of Human Resource (HR) capacity building in the Energy sector Determine the difference between the required key skills and actual skills levels possessed by the target group. Identify gaps/ needs and propose strategies to address the identified gaps/ needs Explore causes and reasons for any existing performance gaps as well as strategies to eliminate them Enable realisation of the suggested interventions contained in the Training Need Assessment (TNA) Identify recommendations regarding enabling environment and institutional arrangements, which would impact retention as well as utilization of acquired skills   The Ministry of Finance & Ministry of Energy and Water Resources now invites eligible consulting firms to indicate their interest in providing these services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, working experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.   Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy, 2015, which is available on the Bank’s website at http://www.afdb.org.   The estimated duration of the assignment is will not exceed one hundred and eighty (180) working days and it is expected that the services will be executed over the period April 2022 to end of September 2022.
