https://devbusiness.un.org/content/construction-new-bridge-structure-comprising-reinforced-concrete-abutments-two-intermediate GOVERNMENT OF BELIZE MINISTRY OF INFRASTRUCTURE DEVELOPMENT AND HOUSING HAULOVER BRIDGE REPLACEMENT PROJECT INVITATION FOR PREQUALIFICATION OF CONTRACTORS The Government of Belize (GOB) has received a loan from the OPEC Fund for International Development (hereinafter referred to as OFID) in an amount equivalent to US$12,000,000 towards the cost of the Haulover Bridge Replacement Project, and intends to apply a portion of the proceeds of this loan to eligible payments under this contract. Payments by OFID will be made only at the request of GOB and upon approval by OFID, and will be subject, in all respects, to the terms and conditions of the Loan Agreement. This Project is being implemented by the Ministry of Infrastructure Development & Housing (MIDH), Project Execution Unit (PEU). An Engineering Coordinator within the PEU is responsible for the day-to-day management of project activities. Engineering Consultants will be retained by MIDH to assist with the supervision of the contract. The MIDH intends to prequalify contractors for the following works under this project: Haulover Bridge Replacement Project. It is expected that Invitations to Bid will be issued during the First quarter of 2021. The project consists of the construction of a new bridge structure comprising of reinforced concrete abutments, two intermediate piers, AASHTO girders, reinforced concrete deck and reinforced concrete retaining walls. Also included are earthworks, pavement and safety features such as guardrails, road marking and lighting. All countries are eligible for this opportunity. The requirements for prequalification include: (a) an average annual turnover (defined as billing for works in progress and completed) over the last five years of United States Dollars (US$) 6.0 million equivalent for civil works; (b) demonstrate capacity to have a cash flow of at least US$1.5 Million equivalent (including access to credit); (c) experience as prime contractor in the construction of at least one assignment of a similar nature and complexity to the proposed project activity within the last five years with a value of at least US$6.0M (to comply with this requirement, works quoted should be at least 80 percent complete). The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Scope of Works. Interested eligible applicants may obtain further information from, and inspect the Prequalification Documents at, the PEU at the address below, Monday to Friday from 8:00 a.m. to 4:00 p.m. A complete hardcopy set of the prequalification documents in English may be obtained by interested applicants by writing or email to the address below. The request must clearly state “Request for Prequalification Documents for Haulover Bridge Replacement Project”. The hardcopy documents are available for a non-refundable fee of US$100.00. Potential applicants who request that hardcopy documents be forwarded to them are required to submit an account number from a local courier agent, which accepts freight collect charges. MIDH will promptly dispatch the documents but under no circumstances will the Ministry be responsible for late delivery or loss of the documents so transmitted. Alternately, documents may be forwarded electronically, in pdf format, at no cost. Prequalification submissions must be in English and must be submitted by 10:00 hours, local time on Tuesday 6 April 2021. There are two options for submitting prequalification information. These are: By electronic submission, in pdf format, to the email address indicated below. The “Subject” field of the email message must read “ Application to Prequalify for the Haulover Bridge Replacement Project ”. The submission will be deemed to have been received at the time that it is received by the PEU. The burden of proving receipt of the email will be on the applicant and will not be met solely by a read receipt or sent items report generated by the bidder’s computer.; or By submission of one original and three hard copies, by hand or by registered mail, in a sealed envelope to the first address below, with simultaneous electronic submission to the address below. The sealed envelope containing the submission must include the name and address of the applicant and be clearly marked “ Application to Prequalify for the Haulover Bridge Replacement Project ”. MIDH reserves the right to accept or reject late applications or to cancel the prequalification process. MIDH will not be bound to assign any reason for not prequalifying any applicant and will not defray costs incurred by applicants in the preparation and submission of the prequalification documents.
