https://devbusiness.un.org/node/777458 GHANA EDUCATION SERVICE REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES) COUNTRY: GHANA PROJECT: SECONDARY EDUCATION IMPROVEMENT PROJECT (SEIP) CREDIT NO: 5452-GH PROJECT ID: P145741 ASSIGNMENT TITLE: Consulting Services for the Conduct of a Procurement Audit REFERENCE NO.: GR/GES/SEIP/CS/01/21 The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the SEIP, and intends to apply part of the proceeds for consulting services. The original SEIP was to be implemented over a five-year period from October 2014 to November 201. With the Additional Financing (AF), the completion date has been extended to November 30, 2021. The SEIP uses a Results-based Financing approach. The consulting services (“the Services”) include a procurement audit under the SEIP for the GES/MoE, and the World Bank to obtain reasonable assurances that the funds provided under the project are being used for the intended purposes. The essence is to assess the cost effectiveness as derived from the agreed procurement arrangements and requirement in the legal agreement and adherence to agreed work programs of the project. The audit is to inform management about the quality of fiduciary work on procurement. The Ghana Education Service, the implementing agency, now invites eligible consulting firms, including Joint Ventures (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications, relevant experience and appropriate resources to perform the Services. The short listing criteria are: Core business and numbers of years in business; Technical and managerial Organization of Firm; Availability of appropriate skills among staff;(Team leader should be a procurement specialist and two(2) procurement officers) Firm’s experience in similar assignment; (procurement audit) Firm’s experience in working in similar conditions or environment(region/country, sectoral experience) Interested firms should provide sufficiently detailed information to allow for assessment of their qualification and experience. [email protected] The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consulting firm will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in the Procurement Regulations.
