Background
The English Skills Development and Leadership Management Programme (later called as Communication and Leadership Management Programme) began in June
1986 and trained health professionals from Member States and areas of the Western Pacific Region until 2003. For the first eight years of the programme, the objective of the Centre was to deliver a programme focusing on English language communication, which was then shifted toward building leadership and management capacity. In the 17 years of operation of the Centre (1986-2003), almost 450 participants from mainly seven countries and areas (Cambodia, China, Japan, Lao People’s Democratic Republic, Mongolia, the Republic of Korea and Viet Nam) completed the programme which improved English skills and broadened the knowledge of WHO while fostering collaboration among officers of the WHO Western Pacific Region.
Recognizing the need for improving skills in communicating in global health area in some countries in the Western Pacific Region (WPR), the World Health Organization re-established the Global Health Learning Centre (GHLC) in 2014. The mission of the centre is to build capacity of mid-level health officials to understand global health issues and to participate in international forums and contribute to the global health arena.
Mission of the Center - To develop the knowledge and skills of mid-level health professionals to enable them to better engage in international discussions (in the English language) and contribute to the global health agenda.
Learning objectives - To develop the ability of participants to critique and comment on global health policy documents; identify how they can be translated into policy options relevant to the participants' national context and contribute to global and national health discussions.
Since it's re-establishment in 2014, 72 participants have completed the course. In 2018, the GHLC is in its fifth year is expected to host up to 30 participants from the Western Pacific Region countries. The programme comprises 2 modules: A) English language for health course; and B) technical course on global health issues.

The Consultant’s objective: To manage a comprehensive and participatory delivery of Module B that maximizes interaction of participants and develop their skills in technical discussion to effectively contribute in international fora on health and development issues.

Languages:
