Description

The general objective of this engagement is to support the Department of Health to apply the Health Technology Assessment (HTA) process to three identified interventions for DOH and PHILHEALTH decision-making and in the process, build local technical capacity for conducting HTA studies.

The scope of work of this engagement includes the following:

  1. Prepare inception report which should include 1) Baseline capacity assessment of the DOH HTA Unit, 2) Proposed methodology for training and supporting the HTA unit in the conduct of three HTA studies and 3) work plan
  2. Arrange and conduct workshops and training sessions to coach and build local skills and capacities of the HTA unit for priority on undertaking clinical and economic evaluation
    1. Estimated 3 training sessions on topics that may include advanced methods for cost-effectiveness analysis, decision modelling for economic evaluation, & statistical methods for economic evaluation in HTA
    2. Maximum of 30 participants
    3. Workshop costing to include professional fees, daily subsistence allowance, and transportation costs of resource persons, and venue hire
  3. Support the HTA Unit in the conduct of three HTA studies on DOH or PhilHealth’s priority topics
  4. Recommend improvements to the DOH HTA policy issuances and capacity building plan
  5. Coordinate activities and outputs with DOH and UNICEF before implementation
  6. Document meetings and activities related to the project
  7. Submit final financial and technical report
