https://devbusiness.un.org/content/consultancy-services-road-safety-diagnostic-and-action-plan-2022-2026 REQUEST FOR EXPRESSIONS OF INTEREST The Cooperative Republic of Guyana Loan Contract No. LO-2741/BL-GY-3 CONSULTANCY SERVICES FOR ROAD SAFETY DIAGNOSTIC AND ACTION PLAN (2022-2026) The Government of Guyana (GOG) has received financing from the Inter-American Development Bank (IDB), towards the cost of Adequate Housing and Urban Transport Program under Loan Contract No. 2741/BL-GY, and intends to apply part of the proceeds to finance a Road Safety Diagnostic and Action Plan (2022-2026). The Consulting Services (“the Services”) will be used for the design of a Road Safety Action Plan (RSAP), including the studies needed to be developed and the activities required in implementing the Program. More specifically, this plan will diagnose and analyze the overall situation, identify key risks, opportunities and entry points for improvements, and prepare an action plan of activities and investments to be financed and implemented in order to reduce the number of road casualties and fatalities over time. The Consultant is therefore required to be experienced in: Conducting road/traffic safety analysis, particularly relating to engineering, enforcement and investigation; Conducting Legal Research, reviews and comparative law analysis. This would include identifying legislative and institutional deficiencies and recommending appropriate measures for improvement. Legal drafting experience in Guyana would be a distinct advantage. Additionally, the Consultant must be experienced in Public Law and Governance. Knowledge of international standards in relation to Road Safety and Traffic Management; Conducting communications studies regarding road use practices, with particular emphasis on analysing current levels of awareness, identifying deficiencies in existing strategies, and crafting behavioural change strategies and messages for all categories of road users; Working in a multicultural environment and developing countries. The estimated implementation period of the Consultancy is 6 months. The Ministry of Public Works (MoPW) now invites eligible consultancy firms to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) procedures set out in the Inter-American Development Bank: “ Policies for the Selection and Contracting of Consultants Financed by the Inter- American Development Bank ”- GN-2350-9 and is open to all eligible bidders as defined in the policies. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.
