REPUBLIC OF KENYA   REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES)   NATIONAL COMPETITIVE BIDDING (NCB)   KENYA   SUPPORT TO TECHNICAL AND VOCATIONAL EDUCATION AND TRAINING (TVET) FOR RELEVANT SKILLS DEVELOPMENT PROJECT (TVET PHASE II PROJECT)   OSHD- HUMAN DEVELOPMENT SECTOR   Date: 9 th November 2021 Financing Agreement reference: ADF NO. 2100150033295 Project ID No: P-KE-IAE-002   CONSULTANCY SERVICES TO DIGITALIZE COMPETENCY BASED EDUCATION & TRAINING (CBET) CURRICULA IN KENYA.   The Ministry of Education, State Department of Vocational and Technical Training has received financing from the African Development Bank toward the cost of the Support to Technical and Vocational Education and Training (TVET) for relevant skills development project (TVET phase II project), and intends to apply part of the agreed amount of this loan to payments under the contract for a consulting firms to provide consultancy services in digitization of competency based education & training (CBET) curricula in Kenya under the project.   The services included under this project are:   To Develop guidelines for end to end digitization of CBET curriculum To provide detailed requirements for hardware and software required for digitization of CBET content. To Digitalize materials to be used on eLearning platforms and also to be synchronized with the classroom learning to ensure a unique blended learning experience To Capacity built Trainer of Trainers (ToT) on the development of Digital Content and delivery using e-learning platforms and blending with classroom teaching.   The Ministry of Education, State Department for Vocational and Technical Training now invites eligible consultants to express their interest in providing the above consultancy service.     Interested consulting firms must provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Consulting firms may associate with other consultants/firms to enhance their qualifications, but should clearly indicate whether the association is in form of a joint venture and or a sub- consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.   The shortlisting requirements/ criteria are;   Eligibility and legal documents (Certificate of incorporation/registration, valid trading license, tax compliance clearance certificates/documents and powers of attorney for the firm; In the case of joint venture, the power of attorney must be authorized by the parties to the JV. Demonstrated ability of having been involved in successful execution, completion of at least 3 assignments in the past 10 years in Sub-Saharan Africa. Details of the assignment, name and address of the client, scope, value and period should be provided. The EOI should include samples of written outputs from previous assignments. Core business as a consulting firm with relevant experience in digitalization of Curricula for Tertiary and Higher education and training sectors and experience in conducting stakeholder/public participation process.   Technical capability including equipment and personnel to undertake this assignment should be demonstrated in the company profiles (mention the areas of expertise).
