BACKGROUND

Reaching the Unreached is a global and regional health policy priority. This is in line with the 2030 Agenda for Sustainable Development, is built on the principle of universality and aims to ensure that no one is left behind.  Reaching the Unreached is one of four thematic priorities identified as critical for the Region to achieve its vision of becoming the healthiest and safest region. In recognition of the complexity of these challenges and the need to work differently to effectively address them, the Region is implementing a ‘One Team’ approach with the aim of expediating progress towards reaching the unreached, building capabilities for this into health system transformation efforts and ultimately improving equity of health outcomes.

A draft “Framework for Reaching the Unreached in the Western Pacific Region” has been developed with technical experts/advisors and representatives of WHO collaborating centres to assist in implementing this work at country level. To complement this work, a consulted communication strategy for the division and consolidation of how the Division of Programme for Disease Control (DDC) has been working with country offices and partners to achieve Reaching the Unreached at Regional and Country level are critical in addressing challenges and sharing stories of the champions of “Reaching the Unreached (RTU)” at country level in implementing the Framework throughout the whole Region. 

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The Division of Programmes for Disease Control of the World Health Organization Regional Office for the Western Pacific (WHO WPRO) is looking for a consultant to develop a communication strategy for Reaching the Unreached: to brand the work we are doing with Member States and increase visibility and awareness of our work, increasing the Division’s capacity for advocacy and resource mobilization.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

Output 1: Health Communication workshop for DDC

  • Deliverable 1.1: Organize the workshop in collaboration with DDCO
  • Deliverable 1.2: Co-facilitate sessions together with DDCO
  • Deliverable 1.3: Conduct a thorough review of all DDC advocacy/ communication projects and materials done in past few years
  • Deliverable 1.4: Provide a summary report for recommendation on communication strategy for the division based on the workshop and thorough review of DDC communication projects and materials

Output 2: Support technical units to develop communication materials

Deliverable 2.1: Provide consultation with individual units / programmes on the development of their specific health communication strategy

Deliverable 2.2: Provide assistance to units in developing media and webpages for their communication/advocacy materials, including audience analysis, development of key messages, and plans for evaluation which will include but not limited to:

  • • Support developing communication package of the Regional Framework of Ending Tuberculosis for Member States and partners
  • • Review and update of the Mental Health and Substance Use (MHS) webpage main page based on latest development of our new Regional Framework https://www.who.int/westernpacific/about/how-we-work/programmes/mental-health-and-substance-abuse
  • • Review and update of “MHS work sub-pages”
    • Strengthening government action on mental health https://www.who.int/westernpacific/activities/strengthening-government-action-on-mental-health
    • Promoting mental health https://www.who.int/westernpacific/activities/promoting-mental-health
    • Developing community-based mental health services https://www.who.int/westernpacific/activities/developing-community-based-mental-health-services

  • • Develop two new "our work sub-pages”:
    • Digital mental health
    • Substance use

 

METHODS TO CARRY OUT THE ACTIVITY

The consultant will:

  • • Conduct a thorough review of all DDC advocacy/ communication projects and materials done in past few years and submit a written report;
  • • Provide consultation with individual units / programmes on the development of their specific health communication strategy;
  • • Develop a comprehensive health communication plan for DDC based on consultations with the individual units and DDCO (for RTU); and
  • • Provide assistance to units in developing/updating media and webpages for their communication/advocacy materials, including audience analysis, development of key messages, and plans for evaluation.

 

QUALIFICATIONS & EXPERIENCE

EDUCATION      

Essential: University degree in communications, international relations, and other relevant degrees

Desirable: Master's degree or above in management, business administration, international relations, public administration, and/or public health

 

EXPERIENCE

At least 5 years’ experience in communication strategies and public campaigns at public and private sectors is required. Experience in working with International organizations is an advantage

 

SKILLS / TECHNICAL SKILLS AND KNOWLEDGE

Excellent in advising on communication strategies and its implementation, community engagement; good knowledge of the dynamics public communication to target diverse population; ability to understand key messages in public health sector and able to translate scientific messages for public media

 

LANGUAGE

Written and spoken fluency in English is essential.
