REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES)   GHANA EASTERN CORRIDOR ROAD DEVELOPMENT PROGRAMME, PHASE 1   CONSULTING SERVICES FOR FEASIBILITY STUDY AND ESTABLISHMENT OF SPECIAL AGRO INDUSTRIAL PROCESSING ZONES (SAPZs) ALONG THE EASTERN CORRIDOR AND ALSO ON THE INDUSTRIAL PARK AT BUILSA NORTH DISTRICT WITH MASTER PLAN FOR THE NORTHERN AGRO-INDUSTRIAL PARK (NAIP) AT BUILSA NORTH DISTRICT, UPPER EAST REGION   Transport Sector Financing Agreement reference: ADF-20100150041743 Project ID No.: P-GH-DB0-018 The Government of the Republic of Ghana has received financing from the African Development Bank (AfDB) and OPEC Fund for International Development (OFID) towards the cost of the implementation of the Eastern Corridor Road Development Programme, Phase 1 (ECRDP-1), and intends to apply part of the agreed amount for this loan to payments under the contract for t he Consultancy Services for Feasibility Study and Establishment of Special Agro Industrial Processing Zones (SAPZs) along the Eastern Corridor and also on the Industrial Park at Builsa North District with Master Plan for the Northern Agro-Industrial Park (NAIP) at Builsa North District, Upper East Region. The Components included under the ECRDP-1 are: Road Construction W orks (Dufor Adidome – Asikuma Junction (39.2km) and Asutuare – Aveyime (23.9km) including Interchanges at Dufor Adidome and Asikuma Junction); Consultancy Services; Project Management & Institutional support; Community Support; Trade & Regional Integration.   The o verall objective of this consultancy service is to conduct and produce site specific feasibility studies, master plans, and detailed  architectural and industrial engineering designs for the development of the Staple Commodity / Special  Agro Industrial Processing Zone along the Eastern Corridor road spanning from Tema in the Greater Accra Region to Kulungugu and on the Industrial Park at Builsa North District in the Upper East Region of Ghana,   The Scope of the Services for this consultancy service are to, among others: Identify characteristics of the eco-geographical sub-zones along the Eastern Corridor Road: climate (rainfall, temperature, humidity, etc.), water resources (surface and ground), soils (characteristics, qualities, fertility, etc.), vegetation, population, statistics, and agro-industrial potential (areas, production, yields, etc.). Identify characteristics of existing basic infrastructure: (i) transport and logistics: highways, motorable roads, ports, airports, railways, etc.; (ii) energy (including renewable); (iii) telecoms; (iv) drinking water (boreholes, water treatment plants, spring water capture, etc.) and sanitat Identify characteristics of the key agricultural production and post-harvest infrastructure existing in the Eastern Corridor financed by public and private funds: (i) hydro-agricultural dams; (ii) irrigated areas; (iii) developed lowlands; (iv) primary storage (crops, inputs, etc.); etc. Review existing agro-industrial infrastructure (public and private sector) and identification of processing/marketing infrastructure needs: (i) agro-food processing industries; (ii) storage and packaging; (iii) market infrastructure (local, national, sub-regional and international); Identify agro-industrial sector stakeholders: (i) advisory and support services; (ii) agro-industrial (cooperatives, private, technical services, etc.); (iii) ongoing projects and programs (public and private); (iv) financial services; (iii) agricultural mechanization services; (iv) access to inputs (fertilizers, pesticides, seeds, etc.). Prepare a diagnostic report on the key potentialities and constraints (agricultural production, land security, financial services, basic infrastructure, capacity building, insecurity, climate change, etc.), this report should take into account ongoing or planned short- or medium-term projects for which funding is already known. Prepare the development master plan for agro-industrial zone/s for an integrated Trade routes/poles taking into account priority sectors for the markets to be targeted (national, regional- ECOWAS, AFCTA,- and international- AGOA, EU, ASEAN), ongoing projects and agricultural potentialities along the Eastern Corridor Road. The master plan should include locations Aggregation Centers for Farm Produce and/or Transformation Centre for Primary Processing (Cleaning, Sorting, Grading, Drying, etc.)  and Processing Hubs (secondary processing, packaging, and marketing). Provide detailed designs (in varied formats) for some public infrastructure and common user facilities to be envisaged to service NAIP(Z).   The Ghana Highway Authority now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
