The consulting services (“the Services”) include preparation of a COVID-19 Response Strategy Study addressing health protection measures for airport passengers and staff and mitigation of the negative financial and organizational impacts of the pandemic on the Saint Lucia Air and Sea Ports Authority (SLASPA). The expected time input of key experts is 100 person-days over a period of four (4) calendar months. The assignment is planned to commence in September 2021. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: At least five years of experience leading multi-disciplinary consulting assignments integrating the efforts of specialists in airport facility planning, airport management/operations, and airport business/financial analysis; At least five years of experience conducting airport consulting assignments with an emphasis on airport passenger terminal planning and operations, including consideration of public health, safety, and security requirements; At least five years of experience conducting airport consulting assignments with an emphasis on aviation activity forecasts and airport business/financial planning; At least one previous project or research effort assessing the impact of COVID-19 (or earlier outbreak, epidemic, or pandemic) on a transportation system and evaluating potential health protection and screening measures for passengers and staff Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, November (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality- and Cost-Based Selection method set out in the Procurement Regulations.
