  Invitation for Bids Date: 6 September 2021 Loan No. and Title: 3762-VIE: Northern Mountain Provinces Transport Connectivity Project  Contract No. and Title: CW-09: Construction of road section from Km 0+000-K 20+00 (Km 0+00- Km 20+667 PR175), Link Nghia Lo to NB-LC Expressway. Deadline for Submission of Bids: 1 October 2021, 9:00 hours (local time) 1.    The Social Republic of Vietnam has received financing from the Asian Development Bank toward the cost of the Northern Mountain Provinces Transport Connectivity Project, and it intends to apply part of the proceeds towards payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.  2.    The Project Management Unit 2 under the Ministry of Transport (the “Employer”) invites e-bids from eligible Bidders for the construction and completion of the Works as broadly described above.   The scope of works for this Contract package CW-09 consists of the improvement and realignment PR175 (road formation is 7.5 m and road width is 5.5m) one part of the road connecting Nghia Lo to Noi-Bai-Lao Cai Expressway.  ●     Section from Km 0+00 –Km 20+00 (Km 0+00 –Km 20+667 PR175) ●     Total Length:  20 km (located in Van Yen district, Yen Bai province)  3.    National Open Competitive Bidding will be conducted in accordance with Single-Stage: One-Envelope without prequalification and is open to all Bidders from eligible countries as described in the Bidding Document. 4.    Only eligible Bidders with the following key qualifications should participate in this bidding:   Key Qualification* Criteria** Financial Standing Average Annual Construction Turnover Bidder must have Average Annual Turnover of Over VND Two Hundred Fifty Three Billion  (VND$ 253,000,000,000.-) [Ref: Item 2.4.2] Available Financial Resources Bidder must have minimum available finances of VND Thirty-Two Billion (VND 32,000,000,000.-). [Ref: Item 2.4.3] Experience Contracts of Similar Value In the past five years have substantially completed at least one project of over VND Two Hundred Fifty Three  Billion (VND 253,000,000,000.-).[Ref: Item 2.5.1]  Bid Security Bidder must be able to furnish a bank security of VND Four Billion and Seven Hundred Million_(VND 4,700,000,000.-).[Ref: ITB 19.2] Specific Experience Road Road construction with rock blasting and Hydraulic hammer. Slope Protection  Bidder must demonstrate he has experience of building slope protection by the following solutions: (1) Retaining Wall (Concrete or Gabion); (2) Soil nail & Concrete frame. Survey and Design Completed at least one contract for survey and design (detailed design in three phase design, construction drawing design in two or three phase design) of road works (Stone aggregate base, asphalt concrete pavement width ≥ 5,5m, E yc≥130Mpa) with contract value ≥ 1,6 billion VND- In case the above-mentioned contract does not have the design of slope protection stability, the contractor demonstrates another consulting contract proving the experience in designing the  slope protection stability by one of the above solutions (No consideration of the  value of this contract). Note: In case of any discrepancy between this table and the Bidding Document, the latter will prevail.  5.    A complete set of Bidding Documents in Vietnamese is freely available on Vietnam National e-Procurement System (www.muasamcong.mpi.gov.vn) from 29 August 2021 to 1 October 2021.  6.    e-Bids must be submitted via Vietnam National e-Procurement System on or before 1 October 2021; 9:00 hours together with a bid security in the amount as specified in the Bidding Document.  Late bids will not be accepted.
