India (hereinafter called “Borrower) has applied for financing from the Asian Development Bank (ADB) toward the cost of Himachal Pradesh Rural Drinking Water Improvement Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The Jal Shakti Vibhag, Mandi Himachal Pradesh, India on the behalf of Government of Himachal Pradesh (“the Employer”) invites sealed Bids from eligible Bidders for the design, execution, completion and operation and maintenance for a period of five years of CWMZ01: Civil works (WS)- District Kullu under package named above. 3. Open Competitive Bidding (National Advertisement) will be conducted in accordance with ADB’s Single-Stage: Two Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4. Only eligible Bidders with the following key qualifications should participate in this bidding: ● Minimum average annual construction turnover of INR 920 million calculated as total certified payments received for contracts in progress or completed, within the last three (3) years. ● As a minimum, the Bidder’s net worth for each of the last three (3) years, calculated as the difference between total assets and total liabilities, should be positive. ● Participation, as a contractor, Joint Venture partner, or Subcontractor, in at least one (1) contract that has been successfully or substantially completed within the last seven (7) financial years and that is similar to the proposed contract, where the value of the Bidder’s participation exceeds INR 980 million OR Participation, as a contractor, Joint Venture partner, or Subcontractor, in at least two (2) contracts that has been successfully or substantially completed within the last seven (7) financial years and that is similar to the proposed contract, where the value of the Bidder’s participation exceeds INR 613 million. To obtain the Bidding Documents in English, eligible Bidders should make an account on the Government of Himachal Pradesh’s Tenders Information System website https://hptenders.gov.in and download the Bidding Documents. The Bidding Documents shall be available for download (free of charge) immediately after online release until before bid submission deadline. 7. At the time of bid submission, Bidders have to pay a non-refundable fee of INR 2500. The payment of bid submission fee shall be made online through Debit/Credit card, Net banking or NEFT receipt through the payment gateway provided on the portal. The payment shall be made on or before the due date and time for bid submission, failing which the bids will be declared as incomplete and liable for rejection. 8.
