Support Services for the EU Space Programme

The general aim of the contracts to be signed as a result of this interinstitutional procurement for the GSA is the provision of support activities at the GSA Headquarters in Prague, GSA office in Toulouse, GSMC France and GSMC Spain, the Galileo Service Centre in Madrid, the Galileo Reference Centre in Noordwijk, the Galileo Control Centres in Germany and Italy, and for the European Commission in Brussels as additional contracting authority for support of security issues related to the European GNSS Programmes (Galileo and EGNOS) and general issues for the future European space programme, EUSPA.

General Support for the GSMC

Place of performance will focus on the GSMC site in France, some activities will have to be performed also at the GSMC site in Spain and some tasks may be performed at the contractor's premises.

The subject matter of this lot is the provision of support services to the GSMC concerning site engineering, procurement of non-specific IT systems, the implementation of the security environment, internal GSMC projects management, administration, logistics support organisation, the improvement of the Agency’s internal processes and quality assurance.

The required support in particular relates the hosting infrastructure, the management of Facility Management Services (FMS), the support to procurement of non-specific IT systems, the implementation of the security environment, internal GSMC projects management, administration, logistics support organisation, the improvement of the Agency’s internal processes and quality assurance.

Galileo programme

Depending on the tasks, security clearance by personnel performing the services up to Secret UE/EU Secret is beneficial or will be required. Tasks shall be performed by a core team and be supported by a back-up team.

Galileo Security Support

Place of performance will focus on the GSAHQ in Prague with missions to its sites and the European Commission's and ESA's premises across Europe.

The subject matter of this Lot is the provision of both generic security support and space-specific security support for the GSA Security Department.

The required support in particular relates to Galileo services security, to Galileo Public Regulated Service (PRS) and to Security Accreditation Preparation.

Galileo programme

Depending on the tasks, security clearance by personnel performing the services up to Secret UE/EU Secret will be required. Authorisation by the GSA Security Accreditation Board in the categories ‘PRS security modules’ or ‘PRS support’ will be required depending on the task. Tasks shall be performed by a core team and be supported by a back-up team.

European Space Programmes Security Support

Place of performance will focus on the GSA office in Toulouse, and its HQ in Prague, with additional activities in Brussels.

The subject matter of this is the provision of both generic security support and space-specific security support for the GSA Security Department and for the European Commission, which also acts as contracting authority for certain tasks of this Lot.

The required support relates to security activities for EGNOS and other space programmes such as GOVSATCOM, COPERNICUS, Space Situational Awareness (SSA) as well as other space activities and activities related security support to defence, quantum and general security activities. Additionally, support by a contractor with experience in implementation of cyber security managements frameworks in safety critical systems, particularly in civil aviation security is sought. Further sought is support to the establishment of the European Commission crisis management organisation, which could include definition and validation of Business Continuity Plans and associated crisis communication plan.

Galileo and EGNOS programmes.

Depending on the tasks, security clearance by personnel performing the services up to Secret UE/EU Secret will be required. Authorisation by the GSA Security Accreditation Board in the category ‘PRS support’ and CRYPTO clearance will be required depending on the task. Tasks shall be performed by a core team and be supported by a back-up team.

Corporate Security Support

Place of performance will focus on the GSA HQ in Prague, some tasks may be performed at the contractor's premises.

The subject matter of this lot is the provision of both generic security support and space-specific security support for the GSA Security Department.

The required support relates to COMSEC Distribution Authority, support to security documentation management and support to training on security matters.

Galileo programme

Depending on the tasks, security clearance by personnel performing the services up to Secret UE/EU Secret will be required. Authorisation by the GSA Security Accreditation Board in the categories ‘PRS support’ and CRYPTO clearance will be required depending on the task. Tasks shall be performed by a core team and be supported by a back-up team.

Service Engineering and Service Management Support

Place of performance will focus on the GSA HQ in Prague, GSA site in Toulouse and EC in Brussels. Tasks may be performed at contractor's premises with missions within Europe and to North America/Asia.

The subject matter of this lot may include service engineering and mission management support, support to European space programmes evolutions, certification engineering support to European space programmes, standardisation support, service performance support for European space programmes for the GSA and and for the European Commission, which also acts as contracting authority for certain tasks of this lot.

Authorisation by the GSA Security Accreditation Board in the category ‘PRS support’ will be required depending on the task. Tasks shall be performed by a core team and be supported by a back-up team.

Support to System Design and Development

Place of performance will focus on GSA HQ, Prague, GSA site Toulouse, Galileo Service Centre, Madrid, Galileo Reference Centre, Noordwijk and the contractor's premises, with missions across Europe.

The subject matter of this lot may include service facilities engineering support, Ground Segment engineering support, support to GSA System Engineering Activities, and Space Segment engineering support.

Depending on the tasks, security clearance by personnel performing the services up to Secret UE/EU Secret will be required. Authorisation by the GSA Security Accreditation Board in the category ‘PRS support’ will be required depending on the task. Tasks shall be performed by a core team and be supported by a back-up team.

PA, QA and RAMS Support

Place of performance will focus on the GSA HQ, Prague, the GSMC site in France with missions to GSMC Site in Spain and other European sites, and the contractor's premises.

The subject matter of this lot may include Product Assurance (PA), Quality Assurance (QA) and Reliability, Availability, and Maintainability (RAMS) support.

Galileo programme

Depending on the activities performed, security clearance by personnel performing the services up to Secret UE/EU Secret will be required. Authorisation by the GSA Security Accreditation Board in the category ‘PRS support’ will be required. The task shall be performed by a core team and be supported by a back-up team.

Provision of Project Management and Control Support

Place of performance will focus on the GSA HQ, Prague, GSMC sites, France and Spain, Toulouse, EC in Brussels and the contractor's premises with missions across Europe.

The subject matter of this lot may include schedule management, cost management, risk management, reporting, project support, review management, asset management, and configuration and document management for the GSA and for the European Commission, which also acts as contracting authority for certain tasks of this Lot.

Authorisation by the GSA Security Accreditation Board in the category ‘PRS support’ will be required. Tasks shall be performed by a core team and be supported by a back-up team.

Provision of Support Services to GSA for Activities Related to Downstream Space

Place of performance will focus on the GSA HQ in Prague and the EC in Brussels and the contractor's premises, with missions across Europe and the EC in Brussels.

The subject matter of this lot may include market development support to core tasks, support to user uptake and user coordination provision of operational support to implementation of activities delegated from the European Commission to EUSPA in the area of user uptake and coordination in Copernicus and GovSatcom, Development of Downstream activities and Development of innovative and competitive EU space sector; and, market development support requiring access to PRS information for the GSA and for the European Commission, which also acts as contracting authority for certain tasks of this lot.

In this procurement, lots 4, 6, 10 and 11 will be subject to interinstitutional procurement, i.e. the GSA and the European Commission will both be contracting authorities and may place specific contracts under the framework contracts to be awarded for these respective lots.

Framework contracts for each lot are planned to be placed in cascade with the first and the second ranked contractor.

Tenderers may submit tenders for more than one lot. Due to being tender a multi-lot tender where availability of consultant, quality and continuity of services is of the essence tenderers will be invited not to present the same individual consultants for the provision of services in different lots. Tenderers are informed that in case this happens, the consultants proposed to provide services in more than one lot will not be considered as part of the tenderers’ offers for evaluation purposes under any of the lots.
