Assignment description The purpose of this consultancy is to manage all aspects of the baseline data collection training, fieldwork, data entry and management for a rigorous qualitative evaluation study of the Cambodia Nutrition Project (CNP) a collaborative effect being implemented by the Royal Government of Cambodia, Australian Department of Foreign Affairs and Trade, German KfW, Korea International Cooperation Agency, and the Global Financing Facility (GFF) in support of Every Woman, Every Child and the World Bank. In addition, the firm will organize and manage all aspects of the quality assurance checks for the baseline data collection of the CNPs complementary Impact Evaluation (IE). The first specific objective of the assignment is to conduct a baseline qualitative study to understand the factors relevant to the CNP implementation and outcomes and trigger course corrections. These factors may include information on the planning and delivery of the interventions relative to expectations; changes in relevant contextual factors; shifts in the coverage and uptake of the interventions; and the impact pathways through with CNP is expected to act. The baseline qualitative study methods will be conducted at the levels of health centers, household, Commune/Sangkats and administrative districts, and include semi-structured interviews, focus group discussions, direct observations, and cultural domain analysis. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications. Interested firms are hereby invited to submit expressions of interest. Expressions of Interest should be submitted, in English, electronically through World Bank Group eConsultant2 (https://wbgeconsult2.worldbank.org/wbgec/index.html) NOTES Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will receive notification.
