ASSIGNMENT OVERVIEW Assignment Title: 1278176- Consultancy on environmental elements to be considered for Official Mexican Standards on CO2 Capture, Utilization and Storage Assignment Countries:- Mexico ASSIGNMENT DESCRIPTION The assignment will be carried out as part of the on-going Programmatic Technical Assistance for Capacity Building for Carbon Capture, Utilization and Storage in Mexico, funded through the World Bank (WB) Trust Fund on Capacity Building for Carbon Capture and Storage The purpose of this request for Expressions of Interest (EOI) is to invite firms/consultants that are interested in submitting proposals to provide consultancy services in CCUS to the WB. The successful bid will support the WB by providing guidance for the environmental legislation and regulation of CCUS technology in Mexico. More specifically the objective of this consultancy is to provide advice to the World Bank (WB) on the rules, specifications and requirements for CCUS that exist in CCUS standards and legal and regulatory frameworks worldwide and that must be considered in developing a Mexican Official Standards (NOM) for the environmental aspects of the whole CCUS technology chain, including, but not limited to: 1. Identification of the technical and environmental regulations, standards, guidance documents, etc. governing CCUS processes that exist in other countries and internationally 2. Identification of relevant rules, specifications and/or characteristics that should be taken into account for the development of Mexican Official Standards for CCUS related to the whole chain of CCUS activities. 3. Identification of the aspects of CCUS already covered by technical and environmental regulations (Official Mexican Standards) that exist in Mexico, as well as whether the rules, specifications and/or characteristics are up-to-date or are sufficient to address the environmental impacts associated with the development of CCUS 4. Identification of mechanisms and bodies through which compliance with the proposed CCUS rules, specifications and/or characteristics can be achieved 5. Analysis of the implementation costs for proposed rules, specifications and/or characteristics, as well as the mechanisms to evaluate compliance with them 6. Quantify the environmental benefits for the implementation of the proposed rules, specifications and / or characteristics This assignment will draw on previous and ongoing CCUS legal and regulatory work in Mexico, including the 2016 Development of a Regulatory Framework for CCUS in Mexico (CCUS DRF) study as well as an ongoing study looking at options to regulate CCUS in Mexico. Submission Requirements The WB invites eligible firms/consultants to submit an EOI to provide services for the implementation of the above-described activities. Prospective firms/consultants must provide information indicating that they are qualified to perform the requested services (including qualifications of all team members and their skill sets relevant to the assignment, CVs, description of specific experiences and/or similar assignments, company brochures, etc.). The firms/consortias EOI must not exceed five (5) pages in total (not including CVs). EOIs of more than five (5) pages will not be reviewed. Firms/consultants are encouraged to provide electronic links to relevant materials referenced in their EOI. Firms/consortia are encouraged to include a Mexican partner or an expert in the Mexican environmental legal system, preferably with experience in the development of Official Mexican Standards and the undertaking of Mexican Regulatory Impact Assessments. Only shortlisted Firms/consortia will receive a request for a full-bid proposal for the assignment. The EOI should be submitted in English. Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications. NOTES Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.
