United Nations Office at Nairobi (hereinafter refered to as UNON) on behalf of the United Nations Human Settlements Programme (UN-HABITAT) Mexico anticipates to establish a Contract with a qualified contractor(s) towards the Provision of services to develop technical studies in support to municipalities in Mexico on the elaboration of Municipal Urban Development Programmes (MUDP). The scope of works consists of Identifing, generating, systematizing and analyzing statistical and cartographic information that allows contextualizing the situation of the municipalities which will be selected in terms of sociodemographics, environment and climate change, territorial urbanization, economics, institutional schemes, normative, and planning. Further, The scope of works includes developing and implementing a participatory planning strategy to collect qualitative data and meet the population and local stakeholders' diverse perspectives during the development of the municipal urban development plan or programme. Definition of the primary and secondary zoning, land uses, densities, floor area ratio, as well as other provisions on land at the municipal level will also be required. Other scopes of works include Defining specific indicators for monitoring and evaluation of urban strategies; Defining regulatory, governance and management instruments that allow the implementation of the municipal urban development plan or program (or its equivalent, according to local and state regulations); Generating an executive summary with the main findings of each municipal urban development plan or program (or its equivalent, according to local and state regulations); Developing a detailed report of findings, lessons learned, and recommendations for the future implementation of municipal urban planning instruments; Integrating bibliographies, references and a folder of cartographic and documentary information, databases, images, editable designs and, all the information that will be generated during the process of preparing the respective municipal urban development plan or program, according to local and state regulations. Additional details, specifications, and terms of reference shall be provided in the tender document to be issued subsequent to this EOI. UNON invites companies to express their interest by filling out the vendor response form. Interested vendors may forward their Expressions of Interest (EOI) along with the signed vendor forms. All EOI submissions should be sent via email, citing the EOI reference number and title in the subject line. IMPORTANT: Please note that this REOI is not an invitation for submission of tenders. Its purpose is to identify eligible vendors that would be interested to participate in the related upcoming requirement. The complete detail of the requirement will be issued to bidders after this request for EOI is closed. UNON reserves the right to change or cancel the requirement of this EOI at any time during the EOI and/or solicitation process. Submitting a reply to this REOI does not therefore automatically guarantee that your company will be considered for issuance of the solicitation documents. Only vendors who, in the UN's sole discretion, are deemed eligible and qualified, upon completion of an objective evaluation of the EOI submissions, may receive the final tender solicitation documents.
