SELECTION FOR CONSULTANTS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSIONS OF INTEREST Electronic Submissions through World Bank Group eConsultant2 https://wbgeconsult2.worldbank.org/wbgec/index.html ASSIGNMENT OVERVIEW Assignment Title: 1276018- BANGLADESH: CONSULTANCY SERVICES FOR INITIAL ENVIRONMENTAL AND SOCIAL SCOPING AND SCREENING STUDY FOR THE BAY TERMINAL PROJECT Assignment Countries: Bangladesh ASSIGNMENT DESCRIPTION The objective of this consultancy is to carry out field reconnaissance of the project area of influence with a team of experts as well as conduct initial assessment of the project site in terms of overall configuration of the various components of the project and its ability to accommodate wastewater treatment facilities and storage of dredged material, among others. PROJECT BACKGROUND The Bay Terminal will be a greenfield expansion of Chittagong Port. Phase 1 will include 01 (One) container terminal envisioned for private development, 01 (One) container terminal for which Chittagong Port Authority (CPA) will build and operate with public funding, a navigation channel including breakwater and capital dredging, supporting infrastructure, and technical assistance. Total project investment is estimated to be US$1.2 billion. This is a nationally critical project (expected to be the first-ever private port concession in Bangladesh) which will contribute to more efficient trade flows for Bangladesh, improving Bangladesh's connectivity with the regional economy. It will also help to enhance the capacity of the Chattogram Port which will reduce congestion at the port. The coastal area adjacent to Halishahar, Chattogram was primarily identified for the establishment of the Bay Container Terminal. According to the Chittagong Port Authority (CPA), presently, ships can anchor at the Port at the highest depth of 9.5 metres. Once the Bay Terminal Project is constructed, ships with a length of over 290 metres will be able to anchor at the terminal at highest 12 metres of depth. The key components of the project will include: Three Terminals three container terminals (Phase 1 Two Terminal and Phase 2 One Terminal). Extensive backup yard and integrated warehousing, container freight station (CFS) facilities and proximity to customs facilities; Breakwater of ~11 Km planned on existing sand bar (to be further investigated); and Capital dredging along estimated 13 Km long stretch (specifications to be further confirmed), maintenance dredging and reclamation works The associated facilities are likely to include: Road and rail (greenfield) access without interference to existing 4-lane coastal road; Two to Six lanes of existing port link road to Dhaka Chattogram Highway (~ 4 Km); New elevated highway from Bay Terminal to Chattogram Port (~ 4 Km); 500 m entry access to Bay Terminal with no at-grade interference with coastal road; other Associated infrastructure. It needs to be noted that the list of project components and associated facilities listed above is tentative and based on the initial project level information. This list will be verified during the project preparation by CPA. The project site is located in the estuary of one of the largest freshwater discharge systems (the Ganga-Meghna-Brahmaputra Estuary) and approximately 10-12 km to the north of the Karnaphuli River estuary. The construction of the terminal, associated road and rail connectivity, creation of industrial zones. etc. is expected to lead to the potential loss of coastal habitat (such as mud flat, sandy beach, mangroves and may even result in changes in drainage pattern of local creeks as well as draining mangroves and mudflats). The construction of the breakwater, capital dredging, piling for laying foundation, and reclamation works during the construction phase may also lead to loss of or disturbance to pelagic and benthic habitat. SCOPE OF WORK The specific Scope of Work for the consultancy is as follows: Carry out field reconnaissance of the project area of influence with a team of experts, including social, land, ethnic people, biodiversity, gender experts. Initial assessment of the project site in terms of overall configuration of the various components of the project and its ability to accommodate wastewater treatment facilities and storage of dredged material, among other As per current project planning data, carryout initial studies for the: Need for land acquisition, requisition and presence of squatters within project area. Try to understand the on-going land taking practices and conduct initial analysis on possible legacy issues related to land taking. Initial assessment on the presence of biodiversity (critically endangered, endangered, migratory and endemic species including habitats and unique ecosystems supporting them, which could be considered as Critical Habitat as per ESS 6 definition), as well as ecosystem services provided from there (for example, nearby Patenga Beach, understood to be a tourist location and potential biodiversity hotspot) and the likely impact on them from the project interventions (during both construction and operation) and likely shoreline changes due to the construction of the 11-km breakwater Need for labor, including migrant labor, labor influx, risk and impact on the labor and from the usage of labor, including labor camp and Gender Based Violence Potential risk and impact on the communities from project interventions (Traffic, waste and wastewater generation, sediment plume/dispersal during dredging and dredge spoil disposal, use of hazardous material, construction related impact, use of security forces, communicable and non-communicable disease, likely incidence etc.) Likely generation of wastes (including nonhazardous such as wastewater and dredged material and hazardous wastes) and efficient use of resources (Water, power and raw material) Presence of Ethnic Minority communities (as per ESS 7 definition), likely positive and negative impact on them and possibility of using Free, prior, Informed Consent (FPIC), as per ESS7 requirement Presence of any cultural heritage in the area of influence and likely risk and impact on them from project activities Determination of Associated facilities, as per ESS1 definition, and assess the risk and impact on them Trying to understand any past, present and foreseeable developments in the project area as well as unplanned but predictable activities enabled by the project that may occur later or at a different location. And provide initial analysis on whether or how these activities will cause any Environmental and social cumulative impacts. Carryout consultation with Chittagong Port Authority (CPA) and local communities to share information and understand the impact on the area of influence as a whole Provide a comprehensive list of studies and assessment (ESIA, ESMP, LMP, CIA, Biodiversity Management Plan, RAP, Ethnic People Plan etc.) required to be carried out based on the initial studies and screening The consultancy service is expected to be implemented for approximately six weeks. REQUEST FOR EXPRESSION OF INTEREST We invite experienced Consulting Firms with strong foothold in Chittagong Area and experience with World bank funded projects to indicate their interest in providing the services. A written Expression of Interest should be submitted by August 12, 2021. Interested Consulting Firms should provide information demonstrating that they have the required qualifications and relevant experiences to perform the services. Please note that due to the on-going COVID pandemic, no intercity travel is expected. The shortlisting criteria are: The consulting firm should have experience in working in Chittagong Area for at least five donor funded projects, including World Bank. The firm also need to have experience in working under at least five World Bank funded project elsewhere in Bangladesh and be knowledgeable of the World Banks ES Framework (ESF), ES Standards (ESSs), and General EHS Guidelines (EHSG) and Sector Specific ESGs (Ports, Harbors, and Terminals; and as applicable, Toll Roads and Railways). Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).
