ASSIGNMENT OVERVIEW Assignment Title: 1277190- CONSULTING SERVICES FOR ASSESSING OPPORTUNITIES TO PROMOTE SOCIO-ECONOMIC DEVELOPMENT ALONG THE NORTH-SOUTH AND EAST-WEST RAIL CORRIDORS Assignment Countries:- Brazil ASSIGNMENT DESCRIPTION The World Bank Group is seeking a consultancy firm (the "Consultant") to firstly evaluate, map, and prioritize the most relevant regional plans and intentions of implementing infrastructures within the area of influence of the North-South and Fico-Fiol corridors to promote sustainable cargo growth, i.e., roads leading to logistics terminals along the railway corridors, planned or ongoing logistics terminals and industrial areas that will support the utilization of the planned infrastructure. Secondly, there is a necessity to map the main bottlenecks for using multimodal transport facilities in the region to promote the improved interaction between rail, road, and waterborne modes. The Project would support the integration of those planned and ongoing projects for the improvement of multimodal logistics with a focus on increasing the utilization rate of the railway, targeting to reduce the amount of CO2 emissions and the cost of logistics from the interior of the Country towards the main ports. Additionally, this Consultancy will seek to define economic growth strategies for the States traversed by the Corridor to improve the inhabitants' livelihood and for fostering job and new economic opportunities linked to the new railway, embrancing topics of human capital development and gender issues diagnostic. In turn, all of these would improve the system's financial sustainability and socio-economic development. This assignment is part of an engagement of the World Bank Group with the Brazilian Ministry of Infrastructure for structuring the FICO-FIOL Corridor, which includes four rail segments crossing the states of Bahía, Tocantins, Goiás, and Mato Grosso. The freight corridor encompasses the so-called Ferrovia de Integração Centro-Oeste (FICO) and Ferrovia de Integração Leste-Oeste (FIOL), henceforth denominated FICO-FIOL Project, which intercept the North-South (FNS) rail corridor at Mara Rosa (GO) and Figueirópolis (TO), respectively. This assignment intends to support the integration of planned and ongoing projects along the railway corridors in 4 states (Mato Grosso, Goiás, Tocantins, and Bahia), reduce logistics costs in the interior of Brazil, increase the utilization rate of the railways, and reduce environmental impacts including CO2 emissions. To this end, the Consultant must chase the accomplishment of the following objectives: i) prioritize and map the most critical bottlenecks, infrastructure investments, and complementary strategies to promote sustainable logistics, including intermodal logistics terminals, multimodal facilities between rail, road, and waterborne modes, access roads, and industrial areas along the railway corridors; ii) identify areas in need of human capital improvement for addressing the potential new economic and job opportunities that may come from the new railway corridor investments in the medium and long-term and; iii) examine and mitigate the main social vulnerabilities associated with gender inequality in the municipalities along the Fico-Fiol rail corridor, targeting to leverage the benefits brought by the provision of the railways to local girls and women.
