The World Bank is supporting Kaduna State Government in the development of the State's PPP program, as the state considers PPPs as integral to achieving its long-term infrastructure development goal, given its usefulness to bridge the funding gap that currently exists in the states public finance. The PPP landscape in Kaduna State is still at a nascent state with the recent formalization of critical PPP framework instruments such as the PPP Policy (2020) and the PPP Manual (2020). However, Kaduna State's strategy for PPPs as a central mechanism to achieve its investment targets are well articulated in the State Development Plan (SDP) 2021-2025 and the Kaduna State Infrastructure Master Plan (KADIMP). The World Bank recently supported the development of the State's PPP frameworks including a PPP disclosure framework, a framework for fiscal commitment and contingent liability and a government backed project facilitation fund governance framework amongst others. Towards this end, the World Bank is supporting the state's measures to strengthen its PPP climate adaptation through the launch of a State Climate Resilience and Environmental Sustainability Technical Advisory (CREST) toolkit. The objective of this engagement is to develop climate risk and opportunity screening toolkits- to enable the government identify and allocate climate risks and opportunities through out project lifecycle PPP lifecycle. The World Bank wishes to engage a consulting firm (Consultants) to work with the team to achieve this objective. The primary output of the work is (i) the production of a toolkit that contains clear and easy-to-follow guidance to the KDSG and development partners to incorporate climate considerations; (ii) provide examples of climate resilience gaps and needs that can constitute options for consideration to better understand how it is possible to enhance projects potential; (iii) screening/tagging of climate-smart investments which would entail pipeline identification and project selection/prioritization in accordance with Kaduna State NDCs, NAPS and other applicable climate adaptation plans while trying to account for climate co-benefits (iv) share findings in a dissemination workshop to link lessons learned from the climate toolkits with potential measures to enhance climate considerations of PPP projects as well as showcase the green, resilient and inclusive pipeline developed; (v) develop training and capacity building modules that incorporate green, resilient and inclusive development of infrastructure through the use of private sector solutions; and (vi) provide recommendations to enhance the applicability of the toolkits in a wider range of geopolitical and socio-economic contexts. The term of the consultancy is expected to commence on/about 10 February 2022 and a final draft of the deliverables is expected to be delivered to the World Bank team by 15 June 2022. The consultancy would end no later than 30 June 2022. QUALIFICATION CRITERIA: 1.  Provide information showing that they are qualified in the field of the assignment particularly in demonstrated experience in in climate and disaster resilience, climate change mitigation and environmental sustainability. * 2.  Provide information on the technical and managerial capabilities of the firm. * 3.  Provide information on their core business and years in business. 4.  Provide information on the qualifications of key staff-prior experience in leading projects of comparable scope and technical requirements, including research, development of toolkits and guidelines, and leading capacity building activities. * *- Mandatory   This is an announcement from the World Bank’s e-Consultant 2 system.
