ASSIGNMENT OVERVIEW Assignment Title: 1275314- DIME Mozambique Cashew Farmer Baseline Survey Assignment Countries: Mozambique BACKGROUND AND PROJECT DESCRIPTION Development Impact Evaluation (DIME) of the World Bank Group is performing an impact evaluation of a pilot program on cashew tree spraying in Mozambique. The program is being implemented by GIZ under the PROMOVE-Agribiz program financed by the European Union Delegation to Mozambique. This Expression of Interest (EOI) is for a firm/consortium (Survey Firm) to implement all aspects of the DIME Mozambique Cashew Farmer Baseline Survey. ASSIGNMENT OVERVIEW This EOI is for all the data collection activities of the DIME Cashew Farmer Baseline Survey in Nampula and Zambézia provinces of Mozambique. The survey will take place in the following four localities: Namaponda (Angoche district), Nanhupo Rio (Mogovolas district), Nametil (Mogovolas district), and Mamala (Gile district). A sample of 800 households will be provided by the DIME team for the Survey Firm to interview. A multi-module survey will be applied, which will focus on a) general household characteristics and welfare measures, b) cashew and other agricultural production and sales, c) experience with the pilot intervention. The survey will take approximately 60 minutes to undertake. The DIME team will provide all survey instruments, exact samples to be interviewed and perform rigorous daily quality checks. The Survey firm will not be responsible for descriptive data analysis or report writing other than reporting on all aspects relevant to the preparation and implementation of field work. It is the responsibility of the Survey Firm to respond to all quality issue reports in a timely matter. Final sample numbers will be defined in the Terms of Reference and may vary slightly from those presented here. The DIME team will provide and maintain a server on the SurveyCTO platform to receive completed surveys throughout the data collection. Fully programmed survey masks will be provided by the Evaluation Team in an ODK format compatible with SurveyCTO. The DIME team will only consider technical proposals that include the use of tablets and skilled staff with experience with CAPI-based data collection in rural areas. The survey firm is responsible for ensuring that the language capabilities of enumerators and their respective field plans are aligned with the language necessities of the survey. TIMING The consultancy will take 4 months, from August 2021 to November 2021, with data collection field activities taking place from September to October 2021. Dates for training and fieldwork will be agreed with the Evaluation Team before signing the contract. SUBMISSION REQUIREMENTS The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications. Interested firms are hereby invited to submit expressions of interest. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will receive notification.
