ASSIGNMENT OVERVIEW Assignment Title: 1278457- Proposal Development for the Partnership for Market Implementation (PMI) Program in China Assignment Countries:- China ASSIGNMENT DESCRIPTION The objective of this assignment is to develop a full proposal for China to receive Partnership for Market Implementation (PMI) funding to contribute to and accelerate low carbon development and support decarbonization efforts. The proposal will be developed through close consultation with the Ministry of Ecology and Environment, the National Development and Reform Commission (NDRC), and other relevant Ministries and associations, and the World Bank. Preparation of the proposal will also benefit from consultations with national and international experts on carbon pricing. The proposal should fully consider Chinas development priorities and interaction between carbon pricing and other sectorial policies and mitigation policies while realize carbon pricings key role in achieving Chinas carbon peaking by 2030 and carbon neutrality by 2060 goals FUNDING SOURCE The Partnership for Market Implementation (PMI) is a multi-donor trust fund, the developmental objective of which is to contribute to and accelerate low carbon development and support decarbonization efforts through supporting partner countries in deployment of domestic carbon pricing policy instruments that meet their national needs and priorities and in participation in international carbon markets. ELIGIBILITY INDIVIDUAL / FIRM PROFILE The consultant will be a firm. SUBMISSION REQUIREMENTS The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications. Interested firms are hereby invited to submit expressions of interest. Expressions of Interest should be submitted, in English, electronically through World Bank Group eConsultant2 (https://wbgeconsult2.worldbank.org/wbgec/index.html) NOTES Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will receive notification.
