ASSIGNMENT OVERVIEW Assignment Title: 1275819- Uganda: Affordability Study for Solid Waste Management in Greater Kampala Assignment Countries:- Uganda ASSIGNMENT DESCRIPTION The International Finance Corporation (IFC) and World Banks City Resilience Program (CRP), both part of the World Bank Group (WBG), are assisting the Kampala Capital City Authority (KCCA) with improving municipal solid waste management (MSW) in Kampala, Uganda. A fundamental component of this improvement is to close the Kiteezi Landfill and develop a new facility (Ddundu Landfill) that can receive municipal solid waste (MSW) from Kampala and parts of the districts of Wakiso and Mukono. The project is expected to benefit a population of up to 3.5 million over a 12- 15 year period. The KCCA will oversee the Project's PPP procurement and service the public obligations under the PPP contract including making payments to the contract. In order to inform the KCCAs understanding of their ability to make these payments, the CRP is looking for a market research firm to undertake a survey based assignment to better understand the potential to increase service fees collected from MSW producers in Greater Kampala, Uganda. Target segments for the research include households, businesses and public institutions under a variety of service fee collection mechanisms. This assessment should, at a minimum:- Identify the extent to which producers currently pay for MSW collection, how this payment is made and who to.- Quantify the willingness of producers who currently do not pay for waste collection to begin to do so.- Quantify the willingness of producers who currently do pay to pay an increased fee to support a greater citywide quality of waste recovery, recycling and disposal.- Contextualize these estimates of willingness to pay against the ability of these same producers to pay the proposed cost on an ongoing basis.- Explore producers preferences over payment mechanism, and the key attributes of the Project (and solid waste management system in general) that may influence their willingness to pay and likelihood of making payment. Timeliness and quality will be key priorities for the delivery of the assignment. INDIVIDUAL / FIRM PROFILE The consultant will be a firm. SUBMISSION REQUIREMENTS The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB and be a maximum of 20 pages. Consultants may associate to enhance their qualifications. Interested firms are hereby invited to submit expressions of interest. NOTES Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will receive notification.
