Overview : The project Promoting Legal Empowerment and Access to Justice Programme (LEAP) is designed to pursue strategic initiatives that enhance access to justice, the rule of law and the application of human rights by strengthening the ability of the justice institutions in Zanzibar to provide effective and accountable justice services and empowering the public to understand and manage their legal issues through increased service provision and public knowledge sharing and engagement. The project supports the development of an effective and responsive justice system by working with and supporting the justice sector in enacting laws and developing policies which enable the realisation of human rights, reinforce effectiveness in the provision of legal and justice services , while empowering the people with knowledge of their rights and the ability to seek and access meaningful legal services. LEAP utilizes a combined approach of capacity building and awareness raising, legislaltive reform and systems development in ensuring that the law and justice institutions work for the people of Zanzibar. The project, which is implemented in both principal islands of Unguja and Pemba, targets all levels of the Zanzibar population, has a strategic focus on sector-wide coordination and data management, supporting legal response to SGBV and improving the performance of justice institutions to deliver services to the people of Zanzibar. In this regard, the project applies the Human Rights Based Approach (HRBA) and promotes engagement and dialogue with duty bearers (state bodies and justice sector actors) and rights holders (general population with special focus on the most vulnerable groups, including rural women, children and youth at risk and people with disabilities, Civil Society Organizations (CSO) and communities). The LEAP commenced in January 2018 and is expected to run until June 2022. |
