The National Power Corporation has received Grant financing from the World Bank toward the cost of the Rural Network Solar, and intends to apply part of the proceeds toward payments under the Contract for Design, Supply and Installation of 3 x 1.0 MWp Solar PV Power Plants for Luzon Electric Cooperatives (INEC, BENECO, PANELCO I). 2. The National Power Corporation now invites sealed Bids from eligible Bidders for the design, supply and installation of a 3 x 1.0 MWp Solar PV Power Plant for Luzon Electric Cooperatives (INEC, BENECO, PANELCO I) including one (1) year Operation and Maintenance thereof. 3. Bidding will be conducted through International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non- Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers[dated January 2011, revised February 2020] (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest. 4. Interested eligible Bidders may obtain further information from NPC ASEP Project Management Office, and inspect the bidding documents during office hours, 0900 to 1700 hours Philippine time, at the address given below. 5. A Pre-Bid meeting open to all authorized representatives of prospective bidders is scheduled on 17 March 2021 at 9:30 AM Philippine Time for purposes of clarifying the provisions of the Bidding Documents. In compliance with health and safety protocols, the conduct of the Pre-Bid meeting is also available online. However, Bidders may attend the Pre-Bid meeting; subject to the following health protocols: a. Only a maximum of two (2) representatives from each bidder/company shall be allowed to participate; and b. No Face Mask/No Entry policy shall be implemented in the NPC premises. Face mask shall be 3-ply surgical mask or KN 95 mask type 6. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of US$100.00 or PHP5,000.00.
