The Commonwealth wishes to advise prospective Managing Contractor (MCC-1 2021) tenderers of a revised date for the release of the Request for Tender (RFT) for the planning and construction of buildings, services and infrastructure for the 'EST05532 Facilities to support highly available ICT project'. The RFT will now be released in Quarter 2, 2022. The project is proposed to include works at Defence facilities near Perth, WA and Adelaide, SA. The ICT project will support Australian Government investment in Australian Defence Force (ADF) platforms. The project is broadly categorised as a highly available ICT system. This capability development activity is aligned with Defence priorities. The expected project scope includes, but is not limited to, Data Centres and enabling infrastructure to facilitate project delivery.

The Managing Contractor Contract (MCC-1 2021) is a two stage Contract where the successful applicant is appointed to plan the works (the Planning Phase) including all aspects of engineering, environmental, heritage and services condition and capacity investigations to support design and capital cost estimates for the Departmental and Government approvals necessary to proceed to construct the works (the Delivery Phase). Capital Facilities & Infrastructure Branch intends to develop a Preliminary Detailed Business Case (PDBC) to support the project's Gate 2 approval scheduled for Quarter 3 2022. The successful Managing Contractor will be required to validate the 5% Master Plan Feasibility Report (MPFR) produced for the Gate 2 approval and then conduct all investigations, design and cost estimation to precisely define and develop the planning phase design scope. Managing Contractor appointment for the delivery phase is subject to all relevant approvals including Parliamentary approval of the proposed works to proceed to construction (Delivery) and achieving Delivery Phase Agreement under the Contract with the Commonwealth. This scope of the project is to be formally agreed by Government in 2022, and may change dependent on formal Government decision.
