PROJECT: CZQZ13-1084, REPAIR FIRE ACCESS ROAD, DORMS.
DESCRIPTION: Cannon Air Force Base, New Mexico is soliciting a request for proposal (RFP) FA485521R0005 for full-depth reconstruction of asphalt pavement including associated sidewalks, and walled dumpster container area for the fire access road between dorms 1159 and 1161 on Cannon Air Force Base. Project to include, but not limited to: demolition, hauling, site preparation, base course, compaction, asphalt pavements, walled dumpsted container area, and pavement markings in accordance with (IAW) applicable standards for roadway construction.
PERFORMANCE PERIODS: All work shall be completed within 120 calendar days.
TYPE OF CONTRACT AND NAICS: The Request for Proposal (RFP) will result in one Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 237310, Highway, Street, and Bridge Construction.
TYPE OF SET-ASIDE: 100% Historically Under-Utilized Business Zone (HUBZone) set-aside IAW FAR 19.1305 HUBZone set-aside procedures.
CONSTRUCTION MAGNITUDE: IAW FAR 36.204(d) the magnitude of this construction project is anticipated to be between: $250,000 and $500,000.
SITE VISIT: 21 January 2021 at 0900, meeting at 107 Just Cause Way, Building #1159, Clovis, NM 88101

  1. Please see the most current memorandum from the installation commander regarding specific guidance to Cannon AFB. Be aware that any new guidance from the installation commander will supersede the previous guidance. As new guidance is given by the installation commander it will be distributed.
  2. Please be familiar with the state of NM website that details updates per the Governor. https://www.newmexico.gov/2020/10/16/new-emergency-public-healthorder-in-effect/
  3. If your Company has workers coming in from out-of-state (prime and/or subcontractors), please ensure the Government is notified with the following information PRIOR to the worker arriving to Cannon AFB (*Note: there is a possibility of a mandatory 14-day quarantine):  
    • Full name
    • Where they are coming from
    • How they are traveling (mode of transportation)
    • How long they are anticipating to be here
    • When they are projected to arrive in Clovis/Cannon
    • Will you stay the night in New Mexico
  4. This information is required for Site Visit coordination and is due no later than 7 January 2021
