Section III: Legal, economic, financial and technical information
— a balance sheet report, certified by a competent authority, or a revised balance sheet or excerpts from the balance sheet report, in cases where the disclosure of the balance sheet is prescribed by law in the country where the economic operator is registered, and
— a statement of the overall turnover of the enterprise (data from the income statement, issued by a competent authority, ie revised profit and loss account) and, where appropriate, from the turnover in the area covered by the public procurement contract, for the most recent 3 financial years for which such information is available, depending on the date on which the enterprise was established or commenced and depending on the availability of such information.
1) Have at least 2 (two) quality deliveries completed in the last 3 (three) years. Deliveries can be projects for the development and implementation of software solutions (including analysis, design, development, testing, installation, preparation of documentation, training and support) for registry systems for register institutions or institutions in the public sector, which include electronic services, of which:
— at least 1 (one) quality executed delivery, implementation of a system that is in operation and is in the same or similar scope as Component 1 of the subject of the purchaser,
— at least 1 (one) quality executed delivery, implementation of a system based on the one-stop-shop principles that is in function and is in the same or similar scope as Components 2 and 3 of the subject of procurement.
2) Have engaged an appropriate technical staff, who has appropriate qualifications for the execution of the procurement, that is:
— at least 1 (one) expert for registers and registration services with working experience of minimum 10 years in projects for register development or registry systems, one-stop-shop systems, or projects of the same or similar nature as the subject of public procurement,
— at least 1 (one) project manager with a higher education level with at least 7 years working experience in the field of managing projects for register development or registry systems, one-stop-shop systems, or projects of the same or similar nature as the subject of public procurement and to possess appropriate certificate for project management (PMP or PRINCE2),
— at least 1 (one) Business Analyst with at least 7 years working experience in development of solutions for registers or registry systems, one-stop-shop systems, i.e. projects of the same or similar nature as the subject of public procurement and obtain appropriate certificate for modeling business processes (OMG, OCEB or other certificate that refers to process modeling in BPNM standard),
— at least 1 (one) technical person in the function of system architect, with a higher education in the field of ICT with at least 10 years working experience in designing, architectural designing, development and implementation of projects of the same or similar nature as the subject of the public procurement. The person should have a certificate of work in the offered programming language and/or technologies (e.g. Microsoft, or another software development platform certificate),
— at least 3 (three) technical persons with "Full Stack Developer" expertise (“front-end” and “back-end”) with a higher education in the field of ICT, with at least 7 years of working experience for development and implementation of projects of the same or similar nature such as the subject of public procurement. Persons should have a certificate of work in the offered programming language (e.g.: Microsoft or other software development platform certificate),
— at least 1 (one) technical person in the function of an interface designer and “front end” development expertise, with a higher education in ICT, with at least 7 years working experience for the development and implementation of projects of the same or similar nature as the subject of public procurement. The person should have a certificate of work in the offered technology,
— at least 1 (one) technical entity holding an IBM Certified Database Association Informix 11.50 Fundamentals Certificate or later.
Guarantee for quality performance of the contract: 5 %.
