Der AN ist bereits mit den Leistungen zur Erstellung der EÜ Dianastraße beauftragt. Aufgrund dessen wird der AN für die Verwendung der gleichgestellten GGP als Grundlage für die Ausführungsplanung beauftragt. Ein Wechsels des AN's würde zusätzliche Kosten für die Vorhaltung von Geräten oder Personal verursachen. Der Wechsel des AN's wäre mit Zusatzkosten sowie erhöhtem Aufwand verbunden. Es ergeben sich mehrere Synergien sofern der AN KIB 3c beauftragt wird.
