Der AN ist mit der gesamthaften Ausführung beauftragt. Aufgrund der Komplexität und ineinandergreifenden Bauleistungen ist eine separate Ausschreibung der Leistung technisch nicht möglich. Die Leistungen können sowohl aus technischen, als auch aus wirtschaftlichen Gründen nur durch den AN vorgenommen werden. Aus Kapazitätsgründen und zur termingerechten Fertigstellung in der erforderlichen Qualität ist die Bausausführung zwingend durch das ausführende Unternehmen gemäß dessen Bauablauf vorzunehmen. Bei der Beauftragung Dritter sind zudem erhebliche Verzögerungen durch ein erneutes Vergabeverfahren unvermeidbar.
