Die angefragten Leistungen beinhalten die Umweltplanung für die durch die Umstellung betroffenen Streckenabschnitte und die Genehmigung über das Eisenbahn-Bundesamt und Einzelgenehmigungen für die Stadt Frankfurt am Main, den Main-Taunus-Kreis, die Stadt Wiesbaden und den Landkreis Groß-Gerau:

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Die Ausführung der zusätzlichen Leistungen ist nur durch den bereits vertraglich gebundenen AN möglich, da es sich um zusätzliche Leistungen handelt, die technisch unmittelbar mit den bereits vertraglich vereinbarten Leistungen zusammenhängen.

Dies betrifft z.B. das Ausbringen zusätzlicher künstlicher Verstecke oder die zusätzlichen Biotoptypen- und

Amphibienkartierungen. Für die Beantragung der Eingriffsgenehmigungen sowie ggf. erforderliche Planrechtsverfahren ist die Erstellung einer gesamthaften Unterlage erforderlich, die nur durch den vertraglich bereits gebundenen AN erfolgen kann.

Die Ausführung der Arbeiten durch einen Dritten würde einen hohen Abstimmungsaufwand mit dem bereits vertraglich gebundenen AN sowie den Verlust der Synergieeffekte mit den bereits durchgeführten Arbeiten mit sich bringen. Zudem würde ein Wechsel des Auftragnehmers erhebliche zeitliche Verzögerungen im Projektverlauf verursachen.
