  Invitation for Bids Date: 7 October 2021 Loan No. and Title: 3633-VIE: Basic Infrastructure for Inclusive Growth in the Northeastern Provinces Sector Project Contract No. and Title: HG-W05: Construction of Water Supply System and Installation of the Pipeline, System Including Equipment and Auxiliary in Coc Pai Town, Nam Dan commune and Ban Ngo commune, Xin Man District Deadline for Submission of Bids: 4 November 2021 at 9:00 hours (local time) 1.     The Social Republic of Vietnam has received financing from the Asian Development Bank toward the cost of the Basic Infrastructure for Inclusive Growth in the Northeastern Provinces Sector Project and intends to apply part of the proceeds toward payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.  2.     The Project Management Unit of Ha Giang Provincial Department of Planning and Investment invites eligible contractors to submit online bid for the works under the Package HG-W05 consisting of the treatment plant that includes an operational office, a chemical warehouse- pumping station, a block consisting of mixing tank- clarifier and filter tank with average capacity of 2.200 m 3 /day and maximum of 2,600 m 3 /day, one clean water tanks with capacity of 500 m 3 and other auxiliary works in Xin Man District, Ha Giang province. The construction period is 18 months.   3.     National Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One Envelope procedures and is open to all eligible Bidders as described in the Bidding Document.   4.     Only eligible Bidders with the following key qualifications should participate in this bidding:  ●     Participation in at least one (1) contract that has been successfully or substantially completed within the last five (5) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds VND45,000,000,000.  ●     Minimum average annual construction turnover of VND77,000,000,000 calculated as total certified payments received for contracts in progress or completed, within the last five (5) years. ●     The Bidder must demonstrate access to, or availability of, liquid assets, lines of credit, or other financial resources (other than any contractual advance payments) to meet the Bidder’s financial resources requirement for this contract of VND10,000,000 and its current contract commitments.  The qualification criteria are more completely described in the Bidding Document.  5.     To obtain further information and inspect the Bidding Documents, Bidder should contact:   Mr. Pham Thanh Hoa Project Director, BIIG 1 Ha Giang Project Management Unit  Email: [email protected]    6.     A complete set of Bidding Documents in Vietnamese is freely available on Vietnam National e-Procurement System (www.muasamcong.mpi.gov.vn). 7.     e-bids must be submitted via Vietnam National e-Procurement System at or before 9:00 hours on 4 November 2021 (Vietnam time- GMT + 7).
