    Government of the Republic of Malawi   MINISTRY OF EDUCATION   REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES– INDIVIDUAL SELECTION)     NAME OF COUNTRY:            MALAWI NAME OF PROJECT: SKILLS FOR A VIBRANT ECONOMY PROJECT(SAVE)   Project ID/ Loan No:               P172627   Assignment Title:                   FINANCIAL MANAGEMENT SPECIALIST   Reference No.:                           MW-MOE-223033-CS-INDV   Date of Issue:                          11TH MAY 2021   The Malawi Government has received financing from the World Bank toward the preparation of the Skills for a Vibrant Economy Project and intends to apply part of the proceeds for consulting services.   The consulting services (“the Services”) include will be responsible for maintaining financial records, providing timely financial information to the Project Coordinator through the Project Manager and to ensure compliance with Government of Malawi Financial Management Rules and the Bank’s fiduciary requirements as referred to in the Project Agreement.This contract will be for one year, renewable for the next contract period of the project subject to satisfactory performance following annual reviews and subject to availability of funding.   The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.   The Ministry of Education now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:   The candidate should meet the following minimum qualifications and experience requirements: A professional qualification in ACCA/CPA/CIMA Degree in Accounting or its equivalent. A Master’s in   Business Administration from a recognized institution will be an added advantage.  Membership with Institute of Chartered Accountant in Malawi (ICAM) At least seven (7) years’ experience in financial management, or accounting. Experience with World Bank and/or donor funded, and public sector projects will be an advantage. Excellent writing and communication skills. Proficiency in using accounting software and computer business desktop applications (MS Word, Excel, etc).
