The Consulting services (“the Services”) include Development of Guidelines for Mainstreaming Disaster Risk Management. The assignment is expected to require an estimated staff input of 70 person days, spread over six calendar months. Expected commencement date for the assignment is 13th March,2022 The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below at the address below at Paragraph 8 during office hours from 8.00 to 12.00; 13.00 to 16.00 hours’ local time (Monday to Friday, except national public holidays). The Secretary to the Ministry of Forestry and Natural Resources now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Minimum of Master’s Degree in Disaster Risk Management, Climate Change, Environmental Sciences or Social Sciences; Experience in developing and reviewing policy instruments, guidelines and frameworks in disaster risk management or other closely related areas; Experience in supporting/facilitating mainstreaming of DRM or climate change into sectoral policies, strategies, frameworks and/or plans, including those of local authorities in Malawi or other countries in Sub-Saharan Africa or any other of similar conditions Good professional knowledge on socio-economic development context, disaster risks, policies and strategies in the Southern Africa, Malawi in particular; Good understanding on sectoral mandates, disaster risk management, climate change adaptation and organizational development in Malawi. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
