The CIty of Reykjavik is seeking information from potential bidders that can provide a software solution for a Learning and Training Platform to manage employee e-Learning, on-site learning and online real-time learning. The buyer is looking for a standardised software solution, preferably run as a software as a service, and a solution that offers a mobile friendly version or app for users. The solution's interface must be very user friendly and require minimal learning for the general user. The solution must support single-sign-on. Interested suppliers are requested to send in the following information:

(a) name of system and URL of website with general information;

(b) testimonial of and referral to a current user with similar requirements and operating environment;

(c) system environment, architecture, programming environment;

(d) if hosted solution, in which country and describe the hosting (Cloud, SaaS, IaaS). Also describe how updates and patches are scheduled for the solution;

(e) the size of the installation base, i.e. number of organisations using the system and number of users;

(f) information about general system availability;

(g) please provide a description of all currently supported services as well as a roadmap for future supported services, including how well your system supports the processes and solution areas in sections 1 and 2 above;

(h) description of the customer service level. Do you have local support in Iceland and what kind of services can be provided locally?

(i) description of language support. Is the system currently available in Icelandic?

(j) standards and certifications that your company maintains;

(k) information regarding how your system meets the GDPR regulation;

(l) what web services/APIs for automation and integration do you support?

(m) what is your pricing model?

(n) please provide an example of a service agreement;

(o) please also provide a rough cost estimate for the software, set-up, implementation, training and license cost per year.

The system should facilitate admin users setting up e-Learning courses and enable general users to complete e-Learning courses and sign up for onsite and online courses in the most straightforward manner. It should be simple to integrate the solution with SAP for employee information. The buyer is looking for a standardised software solution, preferably run as a software as a service, and a solution that offers a mobile friendly version or app for users.
