ARAB REPUBLIC OF EGYPT AFRICAN DEVELOPMENT BANK (AfDB) The Academy for Scientific Research and Technology (ASRT)   Tanmia wa Tatweer-Egypt’s Entrepreneurship Development Project (TWT)                                         Grant No: ML0032 – Project No.: G-EG-KZO-ZZZ-004   REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES- FIRM SELECTION)   Assignment Title: INCUBATOR FOR Handicrafts IN UPPER EGYPt Ref: EG-TWT-CS-FBS-005   The Arab republic of Egypt has received financing from the Multi-Donor Trust Fund for Countries in Transition (TFT) through the African Development Bank  toward the cost of the “ Egypt’s Entrepreneurship Development Project”, and intends to apply part of the agreed amount for this grant to payments under the contract for “Incubator for Handicrafts in Upper Egypt”.   The purpose of this assignment is to recruit a consultancy service provider that is capable of designing and implementing a six months Incubation Services program, to help develop an effective operational model positioned as a comprehensive program for innovation-driven businesses to be incubated in the field of Handicrafts, to improve the attraction of handicrafts related lines-of-business through innovation and entrepreneurship opportunities, and results in job creation and economic growth.  The consultancy service provider is expected to provide support in the form of technical, administrative, managerial, business, marketing and legal coaching and mentoring program that will lead to registered firms that are productive, operate a business, create jobs and are part of a vibrant local entrepreneurial economy in the specific field “Handicrafts” located in Upper Egypt.   The Academy for Scientific Research and Technology (ASRT), Tanmia wa Tatweer- Egypt’s Entrepreneurship Development Project (TWT), now invites eligible firm consultants (NGOs, private sector firms, incubators and similar entities) to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification. The shortlisted criteria are:   Registered as a company, NGO, foundation, public/private universities or research centers  in AfDB member countries Demonstrated practical experience of at least 3 years in developing and managing cohorts of entrepreneurs, start-ups and companies through business incubation and/or acceleration programs. Qualified management and technical consultants, designers and mentors, preferably with previous experience in the field of Handicrafts. Strong marketing, communications and outreach using print, digital means, conventional and social media. Strong understanding of monitoring and evaluation methodologies and an ability to conduct/assist in data collection and analysis. Partnerships with existing ecosystem stakeholders. Acquainted with Egyptian and regional entrepreneurial ecosystem and relevant laws and regulations, and able to communicate with local communities and populations. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated October 2015, which is available on the Bank’s website at http://www.afdb.org using a Fixed Budget Selection (FBS) method.
