  INFORMATION AND COMMUNICATION TECHNOLOGY AGENCY OF SRI LANKA REQUEST FOR EXPRESSION OF INTEREST CONSULTING SERVICES – INDIVIDUAL CONSULTANTS   Project: Contingent Emergency Response Component (CERC) for ICTA reflected in the Climate Smart Irrigated Agriculture Project- P163742 Assignment Title: Individual Consultant for Implementation of Cross Government Videoconferencing System Reference No. LK-ICTA-241516-CS-INDV The Democratic Socialist Republic of Sri Lanka has requested the World Bank’s assistance to respond to various sectoral Emergency needs brought on by the COVID-19 Pandemic in Sri Lanka under the Contingent Emergency Response Component (CERC). Based on the WHO’s global Pandemic declaration and the widespread impacts of COVID-19, the Government of Sri Lanka has received the World Bank’s assistance to activate the Contingent Emergency Response Components (CERC) for a total amount of US$56 million to mitigate the impacts of the pandemic in Sri Lanka. Under the CERC, activities related to the Government Home-based Work Platform will be implemented by the Information and Communication Technology Agency (ICTA), in coordination with the Ministry of Finance and other relevant ministries. Individual Consultants are responsible for managing operations and administration of this proposed video conferencing system. The main objective of this assignment is to coordinate and ensure that the implementation of the video conferencing system is done effectively & efficiently and should support to sustain the project in order to achieve the desired outcomes during the post-implementation. They should also ensure that the beneficiaries, as well as stakeholders, are well involved in all project activities. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: A  Bachelor’s Degree in ICT, Digital solutions, Computer Hardware & Networking or equivalent qualifications related to the field from a recognized  university/institution Minimum 2 years of experience in ICT-related project managing, coordination, and implementation. Sound knowledge on video and audio-conferencing tools, Network Communications, software and hardware appliances The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
