Terms of Reference (ToR) for the hiring an international consultant for training of specialists in the field of veterinary and livestock I. Introduction In accordance with the Decree of the President of the Republic of Uzbekistan No. 2795 dated February 22, 2017 and the Financing Agreement between the Government of the Republic of Uzbekistan and the International Fund for Agricultural Development (hereinafter- IFAD) dated March 7, 2017, the project "Dairy Value Chains Development Project" (hereinafter- the Project). The total cost of the project is 40.57 million US dollars, including:- IFAD loan $ 23.88 million;- IFAD grant $ 0.7 million;- Contribution of the Republic of Uzbekistan is $ 0.43 million;- Contribution of the beneficiaries of $ 8.32 million;- Contribution of participating financial institutions $ 7.24 million. The project is being implemented in the Jizzakh and Kashkadarya regions. The aim of the project is to increase the financial sustainability and profitability of dekhkan and farm livestock farms, as well as enterprises engaged in the production and processing of milk and dairy products in the project regions. The DVCDP Goal is to improve the livelihood of rural people (women and men) in Uzbekistan. The Development Objective of the programme is: productivity, competitiveness, commercial farmer linkages and market access of smallholder dairy farms increased. The national executive and coordinating body of the project is the State Committee for Veterinary and Livestock Development. II. The purpose of the consultant’s task The project is planned to hire an international consultant specialized in livestock and veterinary. The consultant will provide technical support to the project management team and project beneficiaries- private veterinarians and zootechnicians, owners of vet pharmacies, private veterinary and zootechnical services and cattle feed suppliers, including smallholder dekhan farmers all those participating in the dairy sector value chain. He will provide a range of advice on identifying and diagnosing the illnesses of the cattle, as well as their treatment. The consultation will be undertaken in two regions of Uzbekistan: Kashkadarya and Jizzakh regions.   III. Scope of work and tasks of the Consultant Livestock and veterinary specialist with the support of technical staff from the project management team will provide consultation to project stakeholders. Within this framework, the tasks of the Consultant are divided into 3 main areas: Preparation of training leaflets on a remote basis with illustrations of recommendations for each and the following topics (10 days): (i) Information about vector-borne and zoonotic diseases transmitted from insects to cattle and from cattle when milking to people. Prevention, diagnosis and treatment of these diseases; (ii) Common diseases in young cattle (ketosis, dyspepsia, lack of calcium, rickets, osteodystrophy, etc.), causes and methods of treatment; (iii) Prevention and treatment of mastitis and other diseases of the udder of cattle; (iv) New methods of battling blood parasites (teileriosis, piraplasmidosis and babesiosis); (v) Determination of pregnancy of cows using tests and modern ultrasound equipment. 2. Conducting trainings for veterinarians, farmers and livestock breeders in the Kashkadarya and Jizzakh regions (25 working days). 3. Further training of local veterinarian specialists in order to further disseminate the knowledge gained by specialists among dekhkans.   IV. Expected results and priority of services The consultant on a distance basis will develop a training leaflets on the topics mentioned above; Upon review and acceptance of the training leaflets by the project management team, the consultant will carry out a field visit to dairy and livestock farms in Kashkadarya and Jizzakh regions (during 5 working days visit of 3 dairy and livestock farms proposed by PIU from each of 2 regions).   Consultant will conduct training in the field of veterinary medicine for veterinarians, farmers and livestock breeders in Kashkadarya and Jizzakh regions; The consultant’s trainings will also be attended by young livestock specialists to further distribution of received knowledge by specialists among dekhkans. The consultant will provide all information to these specialists and, if necessary, will provide separate consultations for complete grasp of the educational material by the specialists. V. The total duration of work and requirements for training The total duration of the consultant services includes remote development (10 days) and approval of the training leaflets, as well as 30 working days in Uzbekistan to get acquainted with the region and conduct trainings. Based on the results of the training, consultant will prepare necessary reports. Estimated period for the start of consultant services is August-September 2021. Also, consultant during the training should:-provide practical exercises and real life that illustrate and reinforce the theoretical knowledge obtained; Each training will be attended by 15 listeners;- hire a translator to translate into Uzbek (translation of the training leaflets   and conducting trainings);- conduct a questionnaire survey of the participants at the end of the training to find out the “Satisfaction and Understanding degree” of the training conducted and include it in the report. VI. Consultant Qualifications The consultant must meet the following requirements:- Degree in livestock and / or agriculture;- At least 10 years of experience in livestock/vet sector;- Experience in the CIS and Central Asia;- Knowledge of the Russian language is an advantage;- Experience with IFIs is an advantage. VII. Customer Contribution The Committee ’s project management team should ensure the following:- Indicate 3 dairy and livestock farms from each of 2 regions for a field visit of consultant;- provide training participants with relevant handouts (training leaflets   o n Uzbek language, notebooks, pens and folders);- provi de premises for  training;- provi de necessary equipment for training;- ensur e presence of training participants.   VIII.
