The purpose of this Qualification System Notice is to announce that Ireland West Airport Knock has joined the Achilles Supply-Line platform.

Achilles Supply-Line is a qualification system operated by Achilles Procurement Services Ltd and used by Ireland West Airport Knock and its subsidiaries and joint venture partnerships as a source for tenderer selection for contracts or frameworks valued above the EU thresholds (418 000 EUR for supplies and services, 1 000 000 EUR for Social and Other services; 5 225 000 EUR for service concessions, works and works concessions). From time to time it is also used as a source for tenderer selection for contracts valued below the EU thresholds. At their discretion, Ireland West Airport Knock may publish additional calls for competition for any or all of the procurement categories listed in the briefing document available from www.etenders.gov.ie using RFT 126670. They may apply additional rules and criteria in relation to specific procurements, including site visits. They may opt, where deemed necessary, not to use Achilles Supply-Line and to publish a separate call for competition in the Official Journal of the European Union, to publish a separate notice in the national press or on www.e-tenders.gov.ie.

The Supply-Line system is of indefinite duration. Membership of the system is confirmed and published annually on behalf of the contracting entities. Vendors may join at any time, are required to update their information regularly to ensure all company information is current. They must update their information and renew their registration at least once a year to maintain their qualified status.

Conditions to be fulfilled by economic operators in view of their qualification:

Registration on Achilles Supply-Line constitutes the basis for tender list preparation in the works categories identified in the Achilles Supply-Line coding. Registration may be achieved in the following way: Joining the system under the appropriate level and using the appropriate codes. Economic operators registering on Achilles Supply-Line will be subject to an annual contribution payable in advance. Completion of the Achilles Supply-Line qualification questionnaire online via www.achilles.com including a formal declaration of the applicants bona fides. Suppliers should note that consideration for tender lists may be subject to the subscribers issuing second-stage questions about specific contracts through the e-Qual tool within Achilles Supply-Line. To this end, suppliers are reminded to carefully monitor email alerts from both Achilles Supply-Line and/or the purchasing organisations.

Methods according to which each of those conditions will be verified:

Ireland West Airport primarily uses Achilles Supply Level 3; therefore, suppliers are required to register at this level in order to be considered for Ireland West Airport Knock's above EU threshold contracts.

Please note that contracts and/or frameworks awarded under this qualification system may be tendered using either the negotiated or competitive dialogue procedures. Achilles Supply-Line offers financial savings for both the Purchasing Organisations and suppliers whilst ensuring that applications for market entry continue to be dealt with fairly and objectively by the Purchasing Organisations, thus minimising the workload for both groups.
