Professional services for an ex-ante evaluation, strategic environmental assessment (SEA), and appropriate assessment process of Ireland’s draft CAP Strategic Plan (CSP) 2021-2027.
The period of the project management element of the contract has been extended to accommodate the completion of the ex-ante and Strategic Environmental Assessment (including Appropriate Assessment) reports which are in scope requirements of the original contract. It is consequently necessary to extend the duration of the contract by an additional twelve months to cover the period when the final SEA and AA reports and statements will be received, and payments will fall due.
The 2-year delay in the finalisation of the EU CAP Regs necessary for the completion of the ex-ante and Strategic Environmental Assessment (including Appropriate Assessment) reports has resulted in the extension of the anticipated project management period for the completion of the works in scope. While the scope of the contract didn't change in any material way, its duration was lengthened resulting in the contractor’s budgeted project management resources being exhausted in advance of the assignment being completed. This 2-year delay in finalisation of the regulations could not have been reasonably foreseen by either the contracting authority or service provider at the time of the Request for Tender being published. As the existing contract is nearing expiry, a change of contractor at this point is not possible for practical reasons as final reports are nearing completion. A change at this point would result in unnecessary delays to project completion & duplication of work and costs.
