Terms of Reference (summary):

ITC is seeking experienced provider(s) for implementing business surveys in Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine – jointly referred to as Eastern Partnership (EaP) countries. Potential suppliers with experience in the implementation of representative company-level surveys, experience in and knowledge of EaP countries, and with a strong commitment to respect practices for the profession and strict confidentiality of the process should express their interest.

The goal of the business surveys is to systematically capture the business perceptions on burdensome Non- Tariff Measures (NTM) and related trade obstacles for trade in goods and services. Candidates can express their interest in implementing the survey, for both goods and services, in one or multiple EaP countries.

The survey on Non-Tariff Measures (NTMs) and related obstacles to trade is based on a pre-defined methodology and questionnaires developed by ITC, which are adapted between goods and services, to capture the differences between the two types of trade. In terms of sector coverage, the survey for goods is applied across countries for all sectors, excluding minerals and arms, while the survey on services focuses on three service clusters (Travel and tourism, Information and communication technology (ICT), and freight transport and logistics) with inclusive value chains.

Surveys are conducted by local interviewers, and shall be sector and country representative. The distribution of companies by size should be taken into account in each covered sector. This assignment will include: (a) identification of an adequate business/export register for the sample definition; (b) contacting and interviewing companies based on a pre-defined methodology and questionnaires, including phone screen interviews and face-to-face interviews; (c) data compilation.
