This is an update to the General Procurement Notice for this project published on the EBRD website on 6 October 2016 (8423-GPN-47497).

State Communal Enterprise Kostanay Su (the "Company"), a municipal water distribution and waste water treatment utility of the city of Kostanay (the "City") in the Republic of Kazakhstan, entirely owned by the City Akimat, has applied for a loan from the European Bank for Reconstruction and Development to finance the rehabilitation and upgrade of the water and waste water infrastructure in the City.

The proposed Project has a total estimated cost of up to KZT 4.4 billion.

The project will require procurement of the following works, goods and services:

• Reconstruction of disinfection system at WTP site;

• Construction of two clean water reservoirs at the water pumping station;

• Rehabilitation of the water and waste water networks;

• Modernisation of the water treatment plant ("WTP");

• Reconstruction of waste water pumping stations;

• Procurement of specialised vehicles;

• Procurement of laboratory equipment;

• Procurement and installation of SCADA;

• Procurement and installation of GIS and hydraulic models for water supply and waste water systems;

Tendering for the project is expected to commence in the fourth quarter of 2017.

Contracts to be financed with the proceeds of a loan from the EBRD will be tendered in accordance with the EBRD’s Procurement Policies and Rules. The proceeds of the EBRD loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Purchaser's country.
