Negotiated procedure without prior publication

Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the directive

Explanation:

The original agreement for the provision of security services, now expired, was covering three major projects, namely the construction of the new Msida Primary School, the construction of the multipurpose hall in Sta Lucia and the construction of the new primary school in Rabat Gozo. In all instances the projects were subject to delays resulting from unforeseen circumstances, as can be corroborated by the General Contracts Committee through our requests for extension of time for the Msida and Rabat Gozo projects and the request for a negotiated procedure in the case of Sta Lucia. Regretfully the terms of the original contract covering security services did not cover such delay eventualities and hence the reason for this request for a negotiated procedure.
