Background
WHO is currently providing technical support to the Ministry of Health and Medical Services (MoHMS) to implement Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) and Gender Based violence (GBV) Programs. The RMNCAH Program covers the areas of: Safe Motherhood, including Family Planning (FP); Newborn Care, IMCI, Adolescent Health, Nutrition and EPI.
The Short-Term Consultant will: support the MOHMS to implement, monitor and ensure quality of RMNCAH and GBV activities; archive high levels of coordination with other players at the filed level; and report regularly on the day-to-day Program activities. Details on the scope of responsibilities are included in the TOR below.
Terms of reference
1. Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) :
- Work with the National RMNCAH team to develop proposals for activities as included in the Annual operational plan (AOP);
- Ensure completion and timely submission of technical and financial reports by all RMNCAH Divisions;
- Follow up with the implementation of various training, supervision and other activities at the national and provincial levels as guided by the RMNCAH Coordinator;
- Assist the RMNCAH Coordinator in reviewing available MCH and GBV training manuals and other materials for need of improvement or update;
- Identify areas of overlap between the RMNCAH and GBV and recommend potential areas for collaboration;
- Assist the team on the needs assessment of biomedical equipment and supply and training materials as necessary;
- Assist the team with organizing, holding and taking minutes for Program related conferences and meetings;
- Assist with data collection and help the HIS team in the dissemination of statistical reports;
- Act as a focal point person for the GBV in the Health meetings and other relevant coordination forums;
- Facilitate the participation of national GBV personnel in relevant training seminars and other coordination events organized in country or abroad; and
- Carry out any additional relevant duties as required by the RMNCAH Coordinator
2. Policy and Clinical Protocols for Minimum Standards of Treatment of Survivors of Sexual and Gender-based Violence, National Clinical Practice Guidelines:
- Collect and review final feedback from stakeholders to inform the final draft of the GBV Manual;
- Support the MHMS Gender Coordinator to present the final draft to the MHMS Executive Committee for approval;
- Facilitate the printing of the Guideline;
- Support the MHMS to develop a strategy to roll out the guidelines to the Provinces with an emphasis on competency-based training of trainers’ (TOT) model;
- Develop practical clinical handbook to assist health care workers to implement the minimum standards of treatment;
- Identify strategies for supporting the new duties of Health Care Workers under the Family Protection Act to provide referrals to Safe NET (multi-sectoral response to GBV) and to report suspected child abuse;
- Attend UN Joint Program EVAW (Ending Violence Against Women) Meetings and assist with supporting the best outcomes for the country;
- Provide support to MHMS as they participate in piloting the Essential Services Package for Women and girls who have experienced violence; and
- Work with HIS to begin GBV data collection in a manner that adheres to international best practices.
STC outputs
- Comments on the Clinical Guidelines consolidated and final version developed.
- MHMS Gender Policy aligned with WHO Policy guidelines.
- TOT on GBV completed and cascaded training for health personnel on clinical guidelines processing in target provinces (target of 200 nurses).
- Proposal on RMNCAH activities revised for compliance with MOHMS Financial Systems and timely submitted.
- Technical and .financial reports on RMNCAH activities timely submitted.
Timeline
- It is expected that the outputs above will be delivered over a 5.5-month period. Resources necessary to facilitate the delivery of the outputs will be made available.
Guidance
- The STC will work under the direct supervision of, and report to, the RMNCAH Coordinator and also receive technical guidance from the Pacific RMNCAH and Health and Technical Working Group (TWG) through the life course (PNH) Division of Pacific Technical Support (DPS) in Suva, Fiji and the WHO Regional Office.
- The STC will submit monthly progress reports to the supervisors for approval.
- Performance reviews will be conducted midway and at the end of the contract.
Deliverable (s) to be submitted during and after period of the assignment including manner of delivery and payment.
- Presenting of regular technical progress report to Acting WR Solomon Islands
- A validated version of the Policy and Clinical Protocols for Minimum Standards of Treatment of Survivors of Sexual and Gender-based Violence, National Clinical Practice Guidelines disseminated.
- Training reports on TOT of health personnel on the clinical Guidelines for GBV.
Qualifications & Experience
- Minimum BA in nursing with specialization in gynecology, obstetrics, or sexual and reproductive health.
- Prior clinical experience providing care to both child and adult victims of sexual and gender based violence. Specialist certification preferred (SGBV nurse)
- Relevant experience using WHO Clinical and Policy Guideline: Responding to Intimate Partner Violence and Sexual Violence against Women.
- Experience in developing competency-based training protocols.
- Experience in training health care workers.
- Experience in the Pacific Region preferred but not essential.
