This solicitation is a Request for Proposal (RFP) for the Mechanical and Composites Hardware Fabrication Support Services (MCHFSS) contract. Offers shall comply with the terms, conditions and instructions contained in the RFP. Your attention is drawn to the following areas:
1. This procurement is a 100% Set-Aside for Small Business.
2. The Government intends to award the contract resulting from this solicitation without discussions. See Section L provision FAR 52.215-1, INSTRUCTIONS TO OFFERORS - COMPETITIVE ACQUISITION (FEB 2017). To facilitate this process, we would like to avoid situations where proposals include substantive exceptions to the proposed contract terms and conditions, which might be unacceptable to the Government and, therefore, preclude award. The resolution of any exceptions to terms and conditions prior to receipt of proposals will aid the Government in its intention to award without discussions and thus streamline the procurement process.
3. NAICS code 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a size standard of 1,250 employees is applicable to this procurement.
4. Provision L.11, 1852.215-81, PROPOSAL PAGE LIMITATIONS (APR 2015), includes specific page limitation and format requirements.
5. Questions and comments shall be submitted no later than 2:00pm (EST) October 7, 2019. See provision L.6.
6. Proposals shall be submitted via FBO. See Provision L.9.
7. Section M contains important information on proposal evaluation. In particular, Provision M.5 provides the relative importance of evaluation factors, which has been modified since the draft RFP.
8. Slides presented during the pre-solicitation conference are undergoing review and will be posted via amendment to this RFP.

Amendment 1: The purpose of this amendment is to provide responses to vendor questions and provide notice of the pre-solicitation/proposal conference.

The pre-solicitation/proposal conference is scheduled for September 19, 2019 at Langley Research Center. See question 1 in the Q&A document for further details.
Potential offerors are invited to review and comment on the National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC) Mechanical and Composite Hardware Fabrication Support Services (MCHFSS) draft request for proposal (DRFP). The Contractor shall design and fabricate research-oriented, one-of-a-kind flight test articles and assemblies including, but not limited to, ground support equipment, aircraft, spaceflight, laboratory, science, research facilities and instrumentation requirements in Government-provided facilities on-site at NASA LaRC. These services shall encompass functional fabrication work areas with support services provided for: Mechanical Fabrication and Composite Fabrication of research oriented hardware.
This acquisition will be conducted as a total small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 336413 and the small business size standard is 1,250 employees.
Potential offerors are encouraged to comment on all aspects of the DRFP, including the requirements, schedules, proposal instructions, and evaluation approaches. Potential offerors should identify unnecessary or inefficient requirements.
Additionally, the Government seeks input to the following questions: 1. Does the Facility Clearance (DD254) requirement limit competition? 2. Does the ISO 9001 certification requirement limit competition?
The Government plans to provide an electronic task order management system, but this item is still being defined. The decision will be made prior to release of the final RFP.
This competitive procurement will result in a Cost-Plus-Fixed Fee (CPFF) type contract. The contract will have a total potential period of performance of five years. The contract will be performed onsite at LaRC.
The current planned release date for the Final Request for Proposal (RFP) is on or about September 13, 2019, with proposals being due approximately 30 calendar days later.

Potential offerors should periodically monitor the website for updates.
This DRFP is not a solicitation and NASA LaRC is not requesting proposals. This request does not commit LaRC to pay any proposal preparation costs, nor does it obligate LaRC to procure or contract for this requirement. This request shall not be construed as authorization to proceed with, or be paid for charges incurred by performing any of the work called for in this DRFP.
Any comments or questions regarding the MCHFSS DRFP should be submitted via e-mail to [email protected], no later than August 28, 2019. The Government will consider all comments received in preparation of the Final RFP. To the extent a comment leads the Government to revise the acquisition approach or requirements, the change will be reflected in the Final RFP. Some DRFP questions and comments may receive a posted FBO response if the Contracting Officer determines that a response would facilitate additional understanding of the solicitation. The Government will respond via FBO to comments and/or questions received following the issuance of the Final Request for Proposal (RFP).
