The Metro Manila Development Authority (MMDA) has received financing from the World Bank (WB) and Asian Infrastructure Investment Bank (AIIB) toward the cost if the Metro Manila Flood Management Project-Phase 1 (MMFMP) and intends to apply part of the proceeds for consulting services to address the challenge in lack of accurate, detailed and centralized information.

The MMDA will engage the services of a consulting firm to implement the CONDUCT OF FEASIBILITY STUDY (F/S) TO DETERMINE THE APPROPRIATE WASTE-TO-ENERGY (WTE) TECHNOLOGY IN METRO MANILA for Ten (10) months from planning, inception reports to interim reports. The objective of this project is to procure a consultancy service to conduct a Feasibility Study for the Establishment of a Waste to Energy Facility for Metro Manila. The consultancy service shall provide a comprehensive study on WTE in terms of: Economic Value, Technical Assessment, Financial and Legal Aspects, Environmental and Social Concerns and Project Sustainability.

The overall objective of this project is to provide a comprehensive basis for the establishment, development, promotion, implementation, operation, and monitoring of WTE technologies for MSW and HHCW appropriate for the Metro Manila area, taking into consideration the technical, financial, socio-political, legal, environmental, and institutional factors.

Scope of works are as follows:

  1. Feasibility study shall conduct assessments but not limited to:

Technology Assessment

Technical Assessment

Legal Assessment

Financial and Economic Assessment

Institutional and Operational Assessment

Environmental Risk Assessment

Stakeholder Assessment including GAD

  1. Conduct capacity-building workshop for MMDA and other relevant stakeholders on the use of the tool.
  2. The Consulting Services shall identify and evaluate potential sites for the establishment of Waste to Energy facility and recommend stakeholder
  3. Recommend applicable/appropriate waste-to-energy technology including budget/financing and operations/implementation requirements.

The MMDA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:

  1. Must have relevant experience of not less than 8 years related to WTE Studies
  2. Must have at least three (3) completed feasibility studies related to solid waste management with at least one of each is related to WTE.
  3. The firm has a regional or country presence with experience working with developing countries through firm's own branches, consortium of sub-contracting with local firms (indicate if with a joint venture or sub consultant)

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by the World Bank Borrowers, dated January 2011 and Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
