The overall objective of the project is to strengthen the institutional, administrative and monitoring capacities of the Montenegrin water management sector institutions in order to improve environmental protection, through:
a) Transposition and implementation of the EU Directives in water management sector and environment protection;
b) Strengthening of the institutional and administrative capacity of the relevant institutions;
c) Improving the level of monitoring of the water quality and quantity.

This tender is subject to the “suspension clause”: prior conclusion of the financing agreement between the European Commission and the beneficiary country.

— Regulation (EU) Nº 231/2014 of the European Parliament and of the Council of 11.3.2014 establishing an Instrument for Pre-Accession Assistance (IPA II)
— Regulation (EU) Nº 236/2014 of the European Parliament and of the Council of 11.3.2014 laying down common rules and procedures for the implementation of the Union's instruments for financing external action;
— Commission Implementing Regulation (EU) Nº 447/2014 of 2.5.2014 on the specific rules for implementing Regulation (EU) Nº 231/2014 of the European Parliament and of the Council of 11.3.2014 establishing an Instrument for pre-accession assistance (IPA II).
